About this opportunity
The West Virginia Division of Natural Resources is requesting quotes for herbicide application services and chemical supply across Wildlife Management Areas in Districts 1, 3, and 6, with bids due October 8, 2026 at 1:30 p.m. ET. Addendum No. 03 was posted September 29, 2026 and clarifies that all pricing unit hours are based on man-hour rates per individual applicator, not crew-hour rates; bidders must acknowledge receipt of all addenda with their submission to avoid disqualification.
This is an open-end Agency Master Agreement. The scope comprises four application methods—foliar treatment via truck or UTV-mounted sprayer, foliar treatment via backpack sprayer, hack-and-squirt treatment (pre- and post-harvest), and basal spray—at an estimated 100 hours per method per district (1,200 total service hours). The contract also covers thirteen herbicide products in specified quantities: glyphosate at 41% active ingredient (150 gallons), triclopyr (30 gallons), metsulfuron methyl (9 gallons), 2,4-D (30 gallons), Garlon 3A and Garlon 4 Ultra (30 gallons each), Arsenal AC (30 gallons), Plateau (30 gallons), Post (30 gallons), non-ionic surfactant (30 gallons), Oust (30 gallons), Rodeo (9 gallons), and dye/colorant (30 gallons). Work locations span Farmington (District 1), French Creek (District 3), and Parkersburg (District 6).
Vendors must hold a current West Virginia Commercial Applicators License and submit proof with their bid. Pricing must be submitted on an hourly basis for labor services and per-gallon basis for chemicals through wvOASIS Vendor Self Service. The vendor must assume all mileage and travel costs, incorporated into hourly or unit pricing. Prior to award, the successful vendor must register with the West Virginia Purchasing Division, provide proof of workers' compensation insurance, and maintain liability insurance of $1,000,000 and $500,000 respectively. Contract funding is contingent upon legislative appropriation. Questions were due September 15, 2026. All bids must be submitted electronically through www.wvOASIS.gov. Contact James H. Adkins at (304) 558-3397 or jamie.h.adkins@wv.gov.
