About this opportunity
The West Virginia Department of Administration Purchasing Division, procuring on behalf of the West Virginia Office of Technology, issued Addendum No. 1 to a Competitive Request for Quote (CRFQ OOT2700000005) for Advanced Email Security services on August 18, 2026, with bids due August 25, 2026 at 1:30 p.m. This is a cooperative procurement vehicle open to West Virginia state and local jurisdictions.
The scope is advanced email security layered on top of Google Workspace to detect and prevent phishing attacks, business email compromise, malware, spam, and email-based threats that bypass native controls. The contract covers Core Detection services estimated at 22,000 mailboxes, with year one as the base contract and years two through four as optional renewal periods. The actual mailbox count is not guaranteed and may fluctuate higher or lower than the estimate.
Vendors must submit unit prices per mailbox for Core Detection across all four contract years. Invoicing and shipping are directed to the WV Office of Technology at Building 5, 10th Floor, 1900 Kanawha Boulevard East, Charleston, West Virginia. Bids are submitted to the Department of Administration Purchasing Division at 2019 Washington Street East, Charleston, West Virginia 25305.
Questions were due August 11, 2026 at 3:00 p.m. (now closed). Toby L. Welch, buyer, is the point of contact at (304) 558-8802 or toby.l.welch@wv.gov. No pre-bid meeting or site visit is indicated. The structure as a master agreement with optional renewal provisions allows the State flexibility to extend based on performance and organizational needs.
