About this opportunity
The West Virginia Department of Transportation, Division of Highways is requesting quotes on a keyless entry system for District 10 under ARFQ 0803 DOT2700000003, with bids due August 4, 2026 at 10:30 a.m. ET. The pre-bid meeting was held July 21, 2026; technical questions were due July 28, 2026. Addendum 2 (issued July 30) attached vendor Q&A and responses with no modifications to original terms.
The scope is a one-time purchase of one complete security card access control system comprising one security card access control panel capable of controlling four doors, four security card readers, one enrollment scanner, one audio/video intercom station, four electric strike plates, and 200 access cards, plus all necessary installation labor, materials, connectors, and CAT6a patch cables. The system carries manufacturer specification model number 46151600. Installation must be completed within 45 working days from receipt of notice to proceed during standard work hours (Monday–Friday, 7:00 a.m. to 4:30 p.m., excluding state holidays). The system will be installed at Division of Highways District Ten, 270 Hardwood Lane, Princeton, West Virginia. Key clarifications from Q&A: access cards will be swiped with manual door opening; receptionists will buzz in visitors; the Division supplies network switches with two available ports in the IT closet; key cylinders will remain on all doors rather than being blanked out; ADA door openers on the outside vestibule door are outside contract scope.
Vendors must submit a lump sum bid, be registered with the West Virginia State Purchasing Division, hold a valid contractor's license, and demonstrate at least five years of successful experience with similar projects. A three-year parts and labor warranty with semi-annual maintenance is required. Commercial General Liability and Automobile Liability Insurance of at least $1 million per occurrence are mandatory. Payment is made in arrears via electronic funds transfer or West Virginia Purchasing Card. Vendors must acknowledge receipt of all addenda with their bid to avoid disqualification. Bids are submitted via wvOASIS, hand delivery, mail, or fax to (304) 558-0047. Contact Angela L. Chaney at (304) 558-0228 or angie.l.chaney@wv.gov.
