About this opportunity

The Florida Department of Environmental Protection (FDEP) Bureau of Design and Construction has issued Addendum 1 to BDC02-26/27 for Blue Spring State Park restroom replacement, with bids due October 6, 2026. Addendum 1 clarifies a 15% workforce utilization requirement that is central to the original bid specifications and must be acknowledged by signature and included with bid submission; failure to do so may result in bid rejection.

The 15% requirement applies to employees whose work counts toward the mandate. Employees need not be on the contractor's direct payroll at bid opening and may be hired after award is posted. Work performed by general contractors, project managers, superintendents, supervisors, schedulers, procurement, and administrative personnel qualifies toward the 15% calculation. All types of construction work—including concrete, masonry, carpentry, finishes, roofing, and other direct construction activities—qualify. The 15% is calculated based on total contract value rather than on construction labor costs, labor hours, or construction work value alone.

Bids must be submitted to Logan Lee-Marple, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida 32399-3000.
