About this file
This is Addendum No. 1 to BDC Bid No. BDC02-26/27 issued by the Florida Department of Environmental Protection (FDEP) for the Blue Spring State Park Restroom Replacement project. The addendum clarifies key requirements related to a 15% workforce utilization mandate that is part of the original contract specifications. Bidders are required to sign and return this addendum with their bid submissions to Logan Lee-Marple, Contracts Specialist, at the Bureau of Design and Construction in Tallahassee, Florida. Failure to include the signed addendum with the bid may result in bid rejection.
The addendum addresses five clarifications regarding the 15% requirement calculation and eligible employee categories. Employees counted toward the 15% requirement do not need to be on the contractor's direct payroll at the time of bid opening and may be hired after award is posted. Work performed by general contractors, project managers, superintendents, supervisors, schedulers, and procurement personnel may be included in the calculation, as can project management and administrative personnel. All types of construction work, including concrete, masonry, carpentry, finishes, roofing, and other direct construction activities, qualify toward the requirement. The 15% is calculated based on the total contract value rather than on construction labor costs, labor hours, or construction work value specifically.
