About this opportunity

County of Orange (California) County Executive Office is requesting proposals for actuarial consulting services to prepare an Actuarial Valuation Report of the County's Retiree Medical Plan consistent with GASB requirements, with proposals due October 23, 2026, and questions due October 12, 2026. A 5% cost deduction preference applies to Orange County Local Small Business (OCLSB) certified vendors, and an 8% preference applies to Disabled Veteran Business Enterprise (DVBE) certified vendors.

Respondents must demonstrate completion of at least three public agency OPEB plan actuarial valuations within the past five years and employ actuaries holding professional credentials meeting U.S. Qualification Standards with minimum five years of public-sector OPEB valuation experience. The scope encompasses Task 1.A — preparation of actuarial valuation reports as of June 30, 2027, and June 30, 2029, with detailed analysis of plan liabilities, present value of projected benefits, actuarial accrued liability, unfunded actuarial accrued liability, normal cost, and annual OPEB cost projections spanning 10–30 years — and Task 1.B, preparation of Annual Comprehensive Financial Report notes and supporting schedules. Task 2 includes special services on an hourly, as-needed basis covering pension analysis, retiree medical cost reduction studies, and other retirement-related consulting. The County will supply employee demographic data, payroll information, retiree data, and health plan enrollment information from its CAPS+/HR Payroll system and Benefits Center.

The not-to-exceed contract value is $175,000 per year over a three-year initial term with one optional renewal period of up to two additional years, subject to Board of Supervisors approval. Pricing is structured with fixed fees for Task 1 and hourly rates for five specified labor classifications for Task 2. Task 1 fees are evaluated competitively; lowest evaluated total cost receives maximum points in cost evaluation. The contractor must maintain $1 million per occurrence and $2 million aggregate Commercial General Liability insurance and comply with California prevailing wage requirements. This is a cooperative contract that may be extended to other municipal, county, and governmental organizations, with the County receiving a 2 percent administrative rebate on total sales from subordinate contracts. Proposals must be submitted electronically through the County's eProcurement Portal and may not exceed 20 pages. A pre-evaluation meeting is scheduled for October 27, 2026, with proposal evaluations on November 6, 2026.
