About this opportunity
The Pennsylvania Department of Transportation is requesting bids for routine maintenance of Stormwater Control Measures (SCMs) in Delaware County, District 6-0, under IFB 7840630000, with bids due September 2, 2026. This procurement is restricted to small-business bidders certified through the Department of General Services' self-certification process at www.smallbusiness.pa.gov — only certified small businesses may submit proposals and receive awards.
The scope encompasses routine maintenance of SCM facilities including sediment removal, vegetation management, inspection and repair of structural components, and erosion control measures, performed according to seasonal schedules and weather-dependent conditions. The work requires compliance with Pennsylvania Department of Environmental Protection regulations and stormwater management best practices. Estimated quantities include SCM maintenance by a four-person crew (450 hours), low ground pressure mower operation (350 hours), SCM maintenance by a one-person crew member (150 hours), shadow vehicle with attenuator services (40 hours), and flashing arrow panel-trailer mounted services (25 hours). All quantities are estimates subject to adjustment based on actual project requirements and site conditions.
Contractors must hold a pesticide business license and employ at least one certified applicator if performing herbicide or pesticide treatments. Contractors achieving apparent low-bidder status must submit equipment lists and an acknowledgment of SCM maintenance responsibilities within three days of notification and demonstrate proposed equipment as required by PennDOT. The contract will be an Established Price Contract with Escalation, with rates subject to increases of up to 3 percent during each of up to three optional one-year renewal terms. The Commonwealth reserves the right to award by line item if advantageous. Award will be made to the lowest responsive and responsible bidder. Contractors must certify compliance with Pennsylvania labor and workforce safety laws, maintain comprehensive insurance, and submit domestic workforce utilization certifications. Written questions may be submitted to the Issuing Officer; responses will be posted as addenda. No pre-bid conference is scheduled. Bids must be submitted electronically through the Commonwealth's procurement system (SRM) prior to bid opening; late submissions will be rejected.
