About this opportunity

The Michigan Department of Technology, Management and Budget is requesting bids for construction of a landfill cap at the Flint Bishop Airport Landfill, with bids due July 22, 2026 at 2:00 p.m. Eastern. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% pricing applies under Public Act 91 of 2005 to qualified service-disabled veteran-owned entities claiming the preference and providing required documentation (DD214 or equivalent proof of service and service-connected disability, plus proof of 51% or greater business ownership).

The scope encompasses environmental remediation and capping of a 33-acre municipal landfill that operated 1966–1975 and has generated leachate and groundwater contamination exceeding state and federal criteria for benzene, arsenic, and other hazardous substances. Primary deliverables include site clearing and grubbing, removal and incorporation of debris, excavation and grading, construction of a multi-layer cap system (sand gas collection layer, geosynthetic clay liner, drainage layer, general fill, and topsoil with seeding), installation of gas vents and leachate/groundwater collection systems, perimeter and temporary access roads, monitoring wells, temporary and permanent fencing, and temporary drain crossing. Key bid items total approximately 88,000 tons of general fill, 174,000 tons of granular material, 11,000 tons of rip rap, 1.53 million square feet of geosynthetic clay liner, 24 monitoring wells, 11 gas vents, and turf establishment across 43 acres. All work must comply with federal and state environmental regulations including EGLE oversight, MIOSHA safety requirements, RCRA and Michigan's Part 111 Hazardous Waste Management Act, and 29 CFR 1910.120 for hazardous waste operations. The contractor must submit a Health and Safety Plan, Construction Quality Control/Quality Assurance Plan, and required permits within two weeks of notice to proceed, and maintain leachate collection system operations with 90% minimum uptime for 12 months post-construction.

The contract term is 365 calendar days from notice to proceed. Compensation combines unit price items (paid by ton, linear foot, square foot, or each), lump sum items, and a $150,000 provisionary allowance for unforeseen conditions. A $150,000 provisionary allowance is included. Five percent bid security is required. Bidders must submit proof of State Project Registration from the Department of Labor and Economic Opportunity. A mandatory pre-bid walkthrough was held June 9, 2026. Questions were due June 24, 2026. Addenda 1, 2, and 3 have been issued; acknowledgement of all addenda is mandatory for bid acceptance.
