Flint Bishop Airport Landfill Construction Bid Addendum

This Construction Bid Addendum No. 3, issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division, provides clarifications, modifications, and answers to bidder inquiries for the Bishop Airport Landfill Cap project in Flint, Michigan (Site ID #25000453). The project involves comprehensive landfill cap construction including excavation, grading, installation of monitoring wells and gas vents, placement of geosynthetic clay liners and geotextile materials, drainage systems, and site restoration. The addendum documents 100 detailed questions and answers addressing technical specifications, material requirements, payment procedures, and airport-specific operational constraints. Key contract items include 88,000 tons of general fill, 174,000 tons of granular material, 11,000 tons of plain rip rap, 1,530,000 square feet of geosynthetic clay liner, 24 monitoring wells, 11 gas vents, and turf establishment across 43 acres. The bid opening date was July 22, 2026, with the contract anticipated to be awarded in late summer or early fall 2026. The project duration is 365 calendar days from the Notice to Proceed date.

Compensation is structured through a combination of unit price items (paid by ton, linear foot, square foot, or each unit), lump sum items, and a $150,000 provisionary allowance for unforeseen conditions. Bidders must measure all ton-based pay items using certified scales and submit approved weigh tickets. The addendum clarifies that monitoring well abandonment costs are included under Contract Item 2 (Site Services), rip rap and crushed stone are paid by weight rather than square yards, and the geosynthetic clay liner is measured by in-place field measurements rather than plan drawings. Specific technical clarifications address monitoring well depth (maximum 20 feet below ground surface), frac tank capacity (21,000 gallons minimum), compaction requirements for drainage layers, topsoil testing responsibilities (contractor-performed analysis for volatile organic compounds, polynuclear aromatic compounds, PFAS, and metals), and asphalt specifications (MDOT standards rather than FAA specifications). Airport-specific requirements include badging for designated personnel, coordination with airport and FAA for surveying flights, and equipment flagging recommendations, though no runway or taxiway closures are anticipated.

Questions and Answers Q1: Do you have a specific spec for the geo that will be going under the rip rap and the other stone? Is the 4” perforated going to be the rolled single wall or will it need to be dual wall corrugated?

A1: Refer to Section 910.03(B) of the MDOT 2012 Standard Specifications for Construction.

Q2: Could you email me drawings and plan details for the Flint Bishop Landfill project?

A2: Drawings and details are available via Sigma.

Q3: I am having a hard time finding information for the drainage layer and the venting gas collection layer. Is the only special requirement for this sand that it has to have a hydraulic conductivity of 1x10 -3 cm/sec or greater? Is there a class it needs to meet, class II, 2ns. If that is somewhere in the specifications, could you please direct me to where the information is.

A3: There is no specification other than the minimum hydraulic conductivity.

Q4: What are the requirements for the temporary truck wash pad, the temporary truck wash pad with the decontamination pad?

A4: The intent for the wash pads is to assure that no contaminated materials leave the work site.

At a minimum, the Contractor shall provide wheel and under carriage wash using high-pressure water or steam. The rinse waters shall be collected, stored, sampled, and properly disposed of.

There are no other specific requirements for the wash pads. Refer to Section 2130.

Q5: On the SESC plan, there are 12" culverts called out, is there a certain pipe type you want? For the 24" RCP pipe on that sheet that is called out, does it need any special add mixtures or to be certain RCP class?

A5: MDOT Class II

Q6: On sheet 13 note 8, am I reading this correctly that I have to maintain the grass for 1 year after the job is done? Is this just mowing? How often will I need to maintain it?

A6: Assume monthly for bidding purposes.

Q7: On sheet 14, can you provide a scale? The scale box says "as shown," but no scale is shown.

A7: The vertical and horizontal scales of the detail sections can be determined based on the vertical and horizontal scales on the details. The Ingress/Egress Plan scale is approximately 1inch = 620 feet.

Q8: I was under the impression that there was only one new culvert? See below.

A8: The drawing is correct; there are two culverts side by side.

Q9: Should there be additional temp road to connect to the work area?

A9: The contractor may build additional temporary roads as they see fit in order to complete the work. Any costs associated with additional roads shall be included in the site services line item.

Q10: I am a little confused by the subgrade plan and the final contour plan. The contours on both seem to match. Shouldn't the subgrade plane be roughly 3.5' lower than the final contours plan? Or am I missing something?

A10: Correct, the subgrade plane should be 3.5 feet lower than the final contours. A revised subgrade plane drawing in included as Attachment 1.

Q11: Can you please provide a detail for the proposed monitoring wells? The plans do not currently show a detail for the monitoring wells.

A11: A typical monitoring well detail is included as Attachment 2.

Q12: Can you please clarify the material differences between “General Fill”, “Structural Fill”, and “Granular Material”? The specifications seem to indicate that all three materials will need to be MDOT Class IIA/IIAA.

A12: General fill is specified in Section 5.7 of the CQC/CQA and structural fill is specified in Section 5.3 of the CQC/CQA. These are MDOT Class IIA. Granular fill is specified in Section 5.4 of the CQC/CQA. The only required is a hydraulic conductivity of 10^-3 cm/s; no specific MDOT gradation is specified.

Q13: Can you please provide additional detail/drawings of the 4” cap drain location and passive venting system for Bishop LF? According to the drawings there is only 600 LF + 1,400 LF of cap drain along north and east sides. For the passive venting it appears they are plumbed together via 6” corrugated pipe but want to confirm.

A13: Correct, there is 2,000 LF (total) of 4” cap drain. The passive vents are not plumbed together.

The 6” corrugated HDPE piping extends 100’ from the gas well to north, south, east, and west.

Each 100’ length of piping will be capped at the ends. Refer to detail 4 on Sheet 12 of the Drawings.

Q14: Also, I assume this is graded so the leachate naturally drains to the manhole located at NE side of site? (just want to make sure were not missing something).

A15: Correct.

Q15: Can you clarify the months that the tree clearing for this project can be done and confirm that the trees can be mulched and left on site?

A15: Tree grubbing and clearing must be completed from October 1 through April 14. Cleared and grubbed vegetation that exceeds two inches in diameter shall be processed into wood chips on-site at a location approved by the Engineer. See Section 5.2.2.4(E) in the CQC/CQA Plan for additional information.

Q16: For disposal purposes, are we to assume the leachate can be disposed of as a non-hazardous waste?

A16: Yes.

Q17: Is there any PFAS analysis data available on the leachate? If not, should we assume PFAS is not present for disposal purposes?

A17: Yes, the lab report including leachate PFAS sampling was inadvertently omitted from the specification package. The PFAS sampling results were included in Addendum 2.

Q18: If we are to assume PFAS is present, is there an approximation of what PFAS compounds could be expected and what their approximate concentration is?

A18: The PFAS sampling results were included in Addendum 2.

Q19: We are reviewing the project docs to provide a quote for the CQC officer portion of this project to a contractor and we had a quick question for you:

In the CQC/CQA plan, the requirements for the CQC Officer include being a licensed professional engineer. The responsibilities of the CQC Officer include being on-site during various construction operations. Does the individual on-site need to be the PE, or may it be an individual operating under their license and direct supervision?

A19: The on-site individual may be a person working under the direct supervision of a licensed

PE.

Q20: Will a permit be issued for use of a crane to set and remove the culverts in drain crossing?

A20: The Contractor will be required to obtain their own permit for crane use, if required.

Q21: Will burying the clear and grubbing materials be allowed on site?

A21: Cleared and grubbed vegetation less than 2 inches in diameter shall be placed on the top of the former landfill within the cap limits, at a minimum depth of 9 inches below the base elevation of the landfill cap. Cleared and grubbed vegetation exceeding 2 inches in diameter shall be processed into wood chips not exceeding 4 inches in length. Process wood chips shall be used as cover material and shall be placed over areas where exposed solid waste has been excavated and/or placed. Refer to the CQC/CQA Plan, Section 5.2.2.4.

Q22: Will a Flight Survey be permitted or will all surveying need to be from ground level?

A22: Flight surveys will be acceptable. Contractor will be responsible for coordinating airport and FAA personnel for any flights.

Q23: Can you please clarify if rip rap will be required at the southern inlet of each of the 12” road crossing culverts shown on sheet 13 of the plans? The plans show rip rap on the north outlet of each culvert but does not show rip rap at the southern inlet.

A23: Rip rap will be required at the southern inlet of each of the road crossing culverts.

Q24: Is the 100’ X 100’ pad of 12” thick 22A aggregate for the frac tank included in the MDOT 22A Aggregate pay item or should the cost to install this pad be included in the pay item “Operation and Maintenance Of Leachate Collection System”? Will this pad need to be removed at the end of the O&M period along with the removal of the frac tank?

A24: Include the cost of the frac tank pad MDOT 22A aggregate pay item. The pad may remain in place following the O&M period.

Q25: Please advise where the cost to abandon the existing monitoring wells should be included as there is no pay item for monitoring well abandonment and it is not described in the measurement and payment section of any other pay items.

A25: Payment for monitoring well abandonment shall be made under Contract Item 2.

Q26: I am looking at quoting the asphalt paving on the Bishop project but I can’t find anywhere that is specifies the asphalt liquid grade.

Can you help me out?

A26: A liquid grade was not specified. Contractor shall use the most appropriate product to assure asphalt work is completed to MDOT specifications.

Q27: When is the expected contract award and notice to proceed that we should based the schedule and timing of the project? 365 days from that date will include non-workable days due to winter.

A27: DLZ anticipates that the contract will be awarded in late summer or early fall 2026. The Notice to Proceed date will be determined during post award meetings. Project duration will be

365 calendar days from the Notice to Proceed date.

Q81: Just wanted to get some clarification on the asphalt item if we could.

The plans are labeled as using P-411 Bituminous MDOT 3C base and MDOT 4C wearing.

The specification of 02750 Asphalt paving section 2.2 references MDOT standard specs.

The P-411 is the FAA spec, which is entirely different than MDOT. FAA spec has you putting down a test strip in the field, much more intense density / coring requirements and it’s a percent within limit spec for the material.

Question is can we assume that they are looking for MDOT Local Agency specs as opposed to the FAA spec?

A81: Assume MDOT spec.

Q82: Who is responsible for grading to ensure the fence is no higher than 1" off the ground?

A82: The Contractor will be responsible for grading.

Q83: Who is providing the concrete barriers on which the temp fence will be installed?

A83: The concrete barriers will be provided by the Contractor.

Q84: Who is installing the wildlife deterrent fabric?

A84: The Contractor will be responsible for installing wildlife deterrent fabric.

Q85: Is there a spec sheet for the chain link on this project? For both temporary and permanent fencing?

A85: Refer to Section 1560 and Appendix VII of the bid specification package for details regarding fences.

Q86: The subgrade and final grade sheets appear to show the same grades. Can a revised drawing be provided?

A86: A revised drawing is included as Attachment 1.

Q87: Drawing says 15,000 gallon Frac Tank, Specifications say 21,000 gallon frac tank.

Please clarify.

A87: Assume 21,000 gallons for bidding purposes

Q88: Please clarify the total quantity and method of abandonment for the monitoring wells as well as what bid item to include this pricing.

A88: For bidding purposes assume 7 monitoring wells will be abandoned. Refer to Section 02320 of specifications for details regarding abandonment methods.

Q89: Please specify the detail required for the temporary and permanent fencing.

A89: See Appendix VII of the bid specification package for fence details.

Q90: Can bid item 10: topsoil be changed to a quantity of SY with a specific depth defined in the bid item? Not all topsoil sources will have scales.

A90: Tonnage is preferred as it is field trackable and quantifiable.

Q91: The CQA_CQC Plan mentions several reporting requirements that must be completed via a third party Professional Engineer. Please confirm this will be required and contractor project personnel will not be sufficient.

A91: The third-party Professional Engineer will be required.

Q92: Is a loader scale acceptable in lieu of a state certified scale?

A92: A certified scale will be required.

Q93: Appendix 11 states it will be supplied in an addendum, can this please be provided?

A93: Permits will be provided upon issuance and receipt by the Owner/Professional.

Q94: During the prebid, it was discussed encountering leachate during earthmoving/ grading is not expected. Please confirm this would be handled under a change order if encountered?

A94: Correct. Leachate, if encountered during grading work, will be handled individually on a case-by-case basis and will be paid through the provisionary allowance or contract change order.

Q95: The specifications state that it is not expected to encounter/unearth any hazardous materials. Please confirm this would be handled under a change order if encountered/ unearthed?

A95: Correct. If encountered, hazardous waste material will be handled on a case-by-case basis and will be paid through the provisionary allowance or a contract change order.

Q96: During the prebid it was communicated that the contractor should assume hazardous materials will not be encountered. Does this mean the contractor should assume the wash stations will not need to be utilized?

A96: Although hazardous materials are not expected, the Contractor will still be expected to minimize track out of site materials.

Q97: Similarly, if hazardous materials are not anticipated to be encountered, will constant air monitoring be required?

A97: Conduct air monitoring as required in the specifications.

Q98: Should the contractor assume hazardous material waste will be encountered during monitoring well installation?

A98: Hazardous waste materials are not anticipated to be encountered.

Q99: Can the demo’d road material be graded into the landfill?

A99: Yes

Q100: I have received the following questions from the leachate pump system manufacturer that you have in the spec (Lorentz):

1. What is the fluid temperature?

a. As we discussed, this will mainly affect the pump end. We will default to a 2/4

(20C - 40C) pumpend as that is the most typical pumpend required in this type of application. This can change as we get the details with minimal effect to the quote.

Fluid temperature will likely be similar to groundwater temperature. Generally, groundwater temperatures in this area of Michigan range from a low of about 5 C (41F) in winter to about 20 C (68 F) in summer.

2. Is the well pressurized or under vacuum?

a. We discussed that the well is likely not under pressure or vacuum, but we will include a casing pressure sensor to offset any influence on the level transducer. If it is under vacuum, we will have to change the sensor type.

The manhole will not be sealed to the atmosphere. Assume ambient atmospheric pressure.

3. How will the motor and level sensor cables exit the well?

a. Some customers will drill and tap holes for cable glands. We will include a

Lorentz well head as optional. This well head is designed to merry up with a standard 8" flange.

This is acceptable.

4. Concrete foundation

a. If the purpose of the foundation is meant for mounting the solar array pole, Lorentz has moved to a mobile mounting structure to increase flexibility. This is a much more convenient structure due to its mobility.

A mobile mounting structure may be used so long as it is capable of withstanding local weather conditions.

5. Float switch for frac tank

a. Lorentz has float switches for water applications but does not have a variant robust enough for leachate applications. We typically use a level transducer for 'tank full' notifications/operation.

Level transducers are acceptable in lieu of float switches.

6. Level transducer

a. As we discussed, we attach our level transducer to the pump and motor assembly. This ensures that we know exactly how much fluid is over the intake of the pump. It's a failsafe to prevent dry run.

This is acceptable.

A100: See above in italics.

Q101: Is there a detail for the monitoring wells? How deep are they? What pipe materials are to be used?

A101: Monitoring well depths will be determined based on field observations at the time of installation. For bidding purposes, assume maximum well depths of 20 feet below ground surface.

Q102: Is sonic drilling methods required for both monitoring wells and Gas Vents?

A102: There is no preference as to drilling method.

Q103: Is there a thickness required for the GCL?

A103: No.

Q104: I don't see any compaction requirements. Can you confirm there is not a compaction requirement? Will we be required to compact it with a roller even though there is no compaction requirement?

A104: See answer to question 80.

Q105: The Site Restoration spec states that topsoil material shall be free of stones, stumps, lumps and similar objects larger than 2-inches in diameter, and shall, at a minimum, meet the following requirements:

o Must be free of contaminants.

o Must not be excessively acidic or excessively alkaline.

o Must not contain natural underlying soils, subbase materials, or other unsuitable

Can you clarify what the topsoil testing requirements are and who is responsible? It is very difficult to find a topsoil source that tests their topsoil for contaminants.

A105: Topsoil shall be analyzed for volatile organic compounds, polynuclear aromatic compounds, PFAS, and metals. The Contractor shall be responsible for collecting and analyzing topsoil samples.

Q106: Can you clarify where the cost for monitoring well abandonment is supposed to be covered?

A106: Monitoring well abandonment shall be paid under Contract Item 2.

Q107: Can you clarify where the on-site office will be located and if a gravel pad will be needed? If a gravel pad is needed, will these materials be covered in their respective bid items?

A107: It anticipated that the on-site office will be located in the area between Hewitt Drain and the work area; however, the winning contractor will coordinate with the Owner and Professional regarding placement of the on-site office. It is up to the Contractor’s discretion if the office will require a pad. If the Contractor chooses to install a pad, include the cost under Contract item No.

2.

Q108: Can you clarify if the temporary road on the south end of the job will need to be removed at the end of the job?

A108: See answer to question 61.

Q109: Can you clarify if the existing layer of topsoil will need to be stripped prior to cut/fill within the proposed cap area? If yes, please clarify if the stripped topsoil can be stockpiled on site and re-used for restoration or if it needs to be hauled off?

A109: See answer to Q38.

Q110: Can you please add a legend to the soil erosion and sedimentation control plan on the drawings? The legend in the specifications does not match the drawings, so there is some confusion for this scope of work.

A110: See Attachment 5.

Q111: Please clarify the regulatory classification of the water to be transported. Is the material considered hazardous waste under RCRA, liquid industrial by-product, or non-hazardous wastewater? Please identify the required transportation permits, manifests, disposal facility, and whether a hazardous waste transporter license or DOT hazmat requirements apply.

A111: For bidding purposes assume water will be treated as a non-hazardous wastewater.

Q112: How many tons of general fill are available from the off - site borrow pit? How many miles is the borrow pit from the site?

A112: This is to be determined by the Contractor and/or their subcontractors/suppliers.

Q113: I plan to bid the GCL portion of the Bishop project I always try to perform my own quantity takeoff and I am struggling to determine limits of liner or the “border of landfill cap” around the perimeter of the cell. Is there any chance you could highlight or more definitively define that line. It makes me nervous to bid based on quantity alone.

A113: Please bid the quantity specified in the bid.

Q114: Can you clarify what will be required for the temporary truck washes and where those costs should be covered?

A114: See answer to Q4. Cover costs associated with truck washes under Contract Item No. 2.

Q115: Please confirm if loader bucket scales will be an approved scale for measurement and payment of pay items by the ton?

A115: Scales must be certified.

Q116: Please clarify if wood chips from tree clearing can all be left on site or if they will need to be hauled off?

A116: See answers to questions 15 and 21.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
