About this opportunity
The Michigan Department of Technology, Management and Budget is soliciting bids for asphalt pavement reconstruction and resurfacing on the entrance road at Maybury State Park in Northville, with bids due July 22, 2026 at 2:00 p.m. ET. Attendance at a mandatory pre-bid conference on July 1, 2026 at 10:00 a.m. is required for all prospective bidders.
A Service Disabled Veteran Owned Business (SDVOB) preference offering a 10% discount in bid evaluation applies. To claim the preference, bidders must submit proof of service and discharge via DD214 or equivalent, proof of service-connected disability through DD214 or VA Rating Decision Letter, and proof of business ownership, or provide National Veterans Business Development Council certification. The state does not accept federal CVE database or SBA VetCert certifications.
The scope encompasses asphalt pavement crush and shape over 4,856 square yards, hot mix asphalt resurfacing (871 tons of HMA 5EML), shoulder trenching, aggregate shoulders, pavement markings, erosion control (3,176 feet of silt fence), slope restoration, embankment work, and maintenance of traffic along the 0.31-mile entrance drive from 8 Mile Road to the "T" intersection past the MVP booth and park headquarters office. Work must comply with Michigan Department of Transportation 2020 Standard Specifications and the Michigan Manual of Uniform Traffic Control Devices. Contractors must coordinate with DTE Electric and AT&T Communications, comply with MISS DIG notification requirements, and salvage and reinstall existing site features at contractor expense. Asphalt binder must be PG 64-28 with RAP content meeting MDOT Tier 1 or Tier 2 requirements; MDOT 21AA crushed concrete is acceptable.
The contract is a lump sum award with a $20,000 provisional construction contingency allowance. Substantial completion is required by September 25, 2026 or within 30 calendar days from Notice-to-Proceed, whichever is earlier. Liquidated damages are $800 per calendar day for delays. Prevailing wage rates apply. A 5% bid guarantee, performance bond, and payment bond (for contracts exceeding $50,000) are required. Questions are due July 15, 2026 at 2:00 p.m. ET to Susan Tebbe at stebbe@manniksmithgroup.com.
