About this file

This is Addendum #2 to a construction contract issued by the Road Commission for Oakland County, Michigan, for the Maybury State Park Entry Road Replacement project located at 46901 8 Mile Road, Northville, Michigan (File Number 751/26110.KMM). The addendum, issued on June 17, 2026, provides clarifications and modifications to the original bid documents and specifications. Key clarifications include confirmation that excess crushed material from the crush and shape operation may remain on-site at the State Park Headquarters stockpile location adjacent to the project; specification of asphalt binder requirements as PG 64-28 with RAP content meeting MDOT Tier 1 or Tier 2 requirements; and confirmation that MDOT 21AA crushed concrete is acceptable. The project is structured as a lump sum contract with quantities provided for informational purposes only, rather than a unit price arrangement.

The addendum includes an approved Oakland County Permit that contractors must review and comply with, noting that certain work types including full depth pavement reconstruction, driveway openings, concrete work, ADA accessibility modifications, and gravel shoulders are not applicable to this project. Traffic control requirements for signal lane closures must comply with MDOT Maintaining Traffic Typical 110-TR-NFW-2L standards and permit timing restrictions. Contractors are responsible for providing all labor, materials, equipment, services, and supervision necessary to complete the work, with all associated costs included in the lump sum bid price and considered part of the contract deliverables.

ADDENDUM #2

Project Name: Maybury State Park – Entry Road Replacement Issuance Date: June 17, 2026 Project Location: Maybury State Park, 46901 8 Mile Road, Northville, MI File Number: 751/26110.KMM

This addendum is issued to inform bidders of changes, clarifications, and additions to the drawings and/or specifications. Provide all labor, materials, equipment, services, and supervision as necessary to complete the work state herein. All costs associated with the work in this addendum shall be included in the bid price and are considered part of the contract. All work shall be in accordance with the original bid documents and the information indicated below:

Q and A:

Q: Please verify that all crushed material from the project site can be left on project site. Park representative stated the dump site would be within ½ mile of work area and we would not have to leave the park to get there.

A: All excess crushed material from the crush and shape operation can be left on site.

The stockpile location is located at the State Park Headquarters adjacent to the project (same location as the pre-bid meeting). The contractor will not need to travel offsite to remove the excess material.

Q: Plans are showing P/G 64/22 Asphalt Binder and Specs are showing 64/28 Asphalt Binder. Which supersedes please? Also do you have a desired RAP content (Tier I /Tier

II)?

A: The asphalt binder mix should be PG 64-28.

The RAP content must meet MDOT Requirements for category Tier 1 or Tier 2.

• Tier 1 (0 percent to 17 percent RAP binder by weight of the total binder in the mixture). No binder grade adjustment is required to compensate for the stiffness of the asphalt binder in RAP. The asphalt binder grade can be selected using a blending chart for high and low temperatures. Supply the blending chart used in determining the binder selection according to AASHTO M323.

• Tier 2 (18 percent to 27 percent RAP binder by weight of the total binder in the mixture). Ensure the required asphalt binder grade is at least one grade lower for the low temperature than the design binder grade required for the specified project mixture type. Lowering the high temperature of the binder one grade is optional.

For example, if the design binder grade for the mixture type is PG 64-28, the required grade for the binder in the HMA mixture containing RAP would be a PG 58-28 or a PG 64-22.

Q: Just want to confirm this is lump sum, not a unit price job.

A: Yes, this project is a lump sum project. Quantities provided in the plans are for information only.

Q: Is MDOT 21AA crushed concrete acceptable?

A: Yes, MDOT 21AA crushed concrete is acceptable.

Oakland County Permit:

The approved Oakland County Permit is included as part of this addendum.

The Contractor is responsible for reviewing and complying with the requirements of the permit. Note that any reference to full depth pavement reconstruction, driveway opening, concrete work (curb, sidewalk), ADA accessibility, and/or gravel shoulders are not applicable to this project.

In addition, if the Contractor utilizes a signal lane closure with traffic regulators for any reason, restrictions for timing of lane closures must meet the permit requirements. Traffic control for signal lane closures must meet the requirements of MDOT Maintaining Traffic Typical 110-TR-NFW-2L.

2. Any and all construction proposed under this application will meet all requirements of the Board, together with the Supplemental Specifications as set forth below.

3. The applicant agrees to save harmless, indemnify, defend, and represent the Board and its employees against any and all claims for bodily injury or property damage, or any other claim arising out of or related to the creation, operation, use, or continuing existence of the structure or facility covered by the permit or for any other work done within county road right-of-way whether or not specifically authorized or in conformance with the description of activities for which the permit was issued . Applicant agrees and understands that the obligations set forth herein are binding upon their successors, transferors, assigns, sureties, and guarantors. The Applicant shall maintain insurance of a type and in an amount in conformance with the Board’s established requirements and provide certificates of insurance in a type and amount which shall assure conformance with the Board’s established requirements is currently in force for any and all facilities installed in the Board’s right of way.

4. The applicant agrees to surrender the permit herein applied for; surrender all rights hereunder; cease operations; and remove, alter, relocate at applicant’s own expense, the facilities for which this permit is granted whenever ordered to do so by the Board because of the need for the area covered by this permit for public uses or because of a default in the conditions of the permit. Upon failure to remove, alter, relocate or surrender the facilities pursuant to the order of the Board, the applicant agrees to reimburse the Board for its cost in doing same.

5. Nothing in this application shall be construed to grant any rights whatsoever to any public utilities whatsoever except as to the consent herein specifically given, nor to otherwise impair any existing rights granted in accordance with the constitution or laws of this State.

8. ADDITIONAL CONDITIONS: As will be identified in approved permit description.

SUPPLEMENTAL SPECIFICATIONS

1. EXCAVATION AND DISPOSAL OF EXCAVATED MATERIAL: The contractor and/or the utility company shall provide and place the necessary sheeting, shoring and bracing required to prevent caving, loss or settlement of foundation material supporting the pavement, or any other highway installation such as sewers, culverts, etc. The contractor and/or utility company shall assume the full responsibility for this protection. Excavated material shall be stocked in such locations that it does not obstruct vision on the traveled portion of the highway and in such a manner that it will not interfere with the flow of traffic. Sod and topsoil shall be stocked separately from other excavated material. The applicant shall dispose of all surplus and unsuitable material outside of the limits of the right-of-way unless the permit provides for, and with approval of abutting property owners, disposal at approved locations with the right-of-way. In the latter case, the material shall be leveled and trimmed in a manner approved by the Road Commission for Oakland County.

2. BACKFILLING AND COMPACTING BACKFILL: All trenches, holes, pits, and other excavations shall be filled with approved excavated earth or with MDOT Class II granular material if so provided, placed in successive layers not more than 9 inches in depth, loose measure, and each layer shall be thoroughly compacted by tamping and all backfill compaction will be subject to check by the Controlled Density Method (minimum 95%). Restoration shall be such that it will provide a condition equal to or better than the original condition and in accordance with current Road Commission for Oakland County standards. Any excavation within the right of way outside traveled portion of road must be maintained until all settlement has occurred and must be restored and seeded or sodded as directed. The permit will not be released until the Road Commission is satisfied that no further settlement will occur.

3. CROSSING ROADBED BY TUNNELING, DIRECTIONAL BORE, JACK CASING AND BORE: When the pipe is installed by tunneling without cutting the existing pavement, the tunnel shall be adequately sheeted or shored to prevent the sides and top from collapsing or the pavement from settling or cracking. Directional bore shall be at least 4 diameters under the pavement or 48 inches, whichever is greater. When the pipe is installed by boring and jacking, the leading edge of the pipe must always precede the auger. The tunnel backfill shall be made by tamping a dry mix of lean concrete into place so as to completely fill any voids remaining around the installation. The concrete shall be composed of one part of Portland cement and 10 parts of sand-gravel by volume. Tunnel and boring pits shall be at least 10 feet from the edge of the pavement unless otherwise approved.

4. CROSSING BY CUTTING GRAVEL ROADS: All trenches are to be backfilled with approved material to within 12 inches of surface within the limits of the roadbed. Backfill methods will be as described in paragraph 2 above. All surplus excavated material will be disposed of as described in paragraph 1.

The top 12 inches within the roadbed will be backfilled with processed road gravel (MDOT 22A or 23A). Trenches outside of the roadbed will be backfilled in accordance with paragraph 2 above.

5. CROSSING BY CUTTING PAVEMENT AND TRENCHING: When this method is approved by the Road Commission, the pavement shall be cut so that the opening is a minimum of 5 feet wide and at least 1 foot wider on each side than the trench. In no case shall an open cut result in a remaining slab width of less than 5 feet from patch to an existing joint. The cut shall be made by sawing to a full pavement depth. Cuts in concrete residential and commercial drives shall be as above except that the patch width shall be a minimum of 3 feet and the remaining slab from patch to existing joint a minimum of 3 feet. Backfill shall be made with MDOT Class II granular material. After the backfill has been placed by control density method and thoroughly compacted, the pavement shall be replaced with a temporary surface of approved hot-mixed bituminous material and later replaced with new pavement of the original type and quality by the Permit Licensee unless other provisions are included in the permit.

6. DEPTH OF COVER MATERIAL: Pipes shall be placed to a depth that will provide not less than 4 feet of cover between the top of roadway surface and top of the pipe.

7. TREE TRIMMING OR REMOVAL: All trees that may be affected by the proposed construction shall be shown on the plans. The plan must clearly indicate which trees are proposed to be removed, trimmed and/or tunneled. This work, if approved, must be done in accordance with current Board standards, including advance notification of abutting property owners. Wood Disposal License Agreement(s) will be required for any tree work

8. DISPOSAL OF GROUND WATER: Roadside drainage systems – open ditches, storm sewers, etc. – shall not be used for the disposal of water pumped from below the surface of the ground unless specifically allowed by the Road Commission. Details such as volume and frequency of discharge, erosion control, duration of use, NPDES permit and other pertinent information as may be required must be submitted with the application for such permission.

9. Any proposed operation in the right of way not covered by the above specifications, submitted with this application, shall be done in accordance with any additional specifications deemed necessary by the Board or as outlined in the Permit Rules, Specifications and Guidelines.

The following existing plans were referred to in the design of this project.

2005 Maybury State Park Entrance Road Improvements

In addition, other existing plans that predate this project may be available. These plans may be reviewed in the Maybury State Park Office during normal working hours.

DETAILED GRADES

GRADES FOR HEADQUARTER DRIVEWAY INTERSECTION

GRADES FOR U-TURN LOCATION

EARTHWORK

EARTHWORK

Earthwork quantities are computed based upon limited survey information. These quantities are for bidding purposes only and will be adjusted by the engineer based upon actual field measurements

SLOPES

Construct Class A slopes on this project.

CLEARING LIMITS

The clearing limit for this project will be limited to X’ beyond the edge of pavement except for wetland areas. For areas adjacent to wetlands, the clearing area will be limited to 2’ beyond the edge of pavement or the bank stabilization limit. Restoration measures have been included in this set of plans for the approved areas of disturbance. The contractor shall submit an earth change plan for any work beyond the approved limits to the engineer to review for approval prior to the disturbance. All costs for obtaining and executing and executing an approved earth change plan, including restoration, shall be at the contractor’s expense.

EARTH DISTURBANCE LIMITS

Limit earth disturbance to 2’ beyond the slope stake line except areas adjacent to wetlands where the limits of earth disturbance are at the slope stake line. The plans include restoration measures for the approved areas of disturbance. Submit an earth change plan to the Engineer to review and approve for any work beyond the approved areas of disturbance. Costs for obtaining and executing an approved earth change plan, including restoration are the contractor’s responsibility.

SOIL EROSION MEASURES

Appropriate soil erosion and sedimentation control measures prior to earth-disturbing activities. Place Turf Establishment items as soon as possible on potential erodible slopes as directed by the engineer.

Protect critical ditch grades with either sod or seed/mulch or mulch blankets as directed by the engineer.

Silt fence to be placed beyond the earth disturbance limits as described above.

BASES

AGGREGATE BASE

Use aggregate 21AA, for aggregate bases unless otherwise specified.

HMA BASE CRUSHING AND SHAPING

The contractor shall trench X inches on each side of the existing driveway. The contractor shall perform HMA base crushing and shaping as shown on the plans. HMA base crushing and shaping material shall be spread into trench on each side of the driveway.

The contractor will measure base thickness and add aggregate base, special to achieve a minimum of 9 inches of base material.

PAVEMENT

PAVEMENT AND HMA SURFACE REMOVAL QUANTITIES

Pavement and HMA surface removal as shown on the plans will be at the discretion of the engineer. If in his/her judgment, areas of pavement may be left in place, or additional areas added to provide the proper cross-section and base, changes will be made in the quantities.

SIGNS

GENERAL

All signs on the plans or in the log that do not have a recommendation are to be retained.

EXISTING SIGN RELOCATION

Salvage and reset any permanent signs that are to remain but require relocation due to Contractor operations at locations designated by the Engineer. Replace signs and posts damaged during the removal and storage operations with new signs and posts. The cost of this work is the Contractor’s responsibility.

All signs shall be installed, removed and/or salvaged according to the Michigan Manual on Uniform Traffic Control Devices and the Michigan Department of Transportation 2020 edition Standard Specifications for Construction.

EXISTING FEATURES

Benches, tables, signs, etc. contractor shall avoid any existing features not shown on these plans. Protect from damaging.

EXISTING FEATURES

Quantities and locations of pathway construction are estimated from current existing data. The contractor shall review the entire length of pathway and quantities adjusted prior to beginning work. Contractor to coordinate with the engineer. Contingency quantities provided.

PROJECT SPECIFIC NOTES

HORIZONTAL ALIGNMENT

Match existing Driveway horizontal alignment along the length of the entire project.

HORIZONTAL ALIGNMENT

Final plan grade will match existing HMA centerline elevations along the entire length of the project with the exception of the areas with planned grade raise to provide protection to inland lagoon areas. The areas to be raised above the existing elevations include:

HMA BASE CRUSHING AND SHAPING

Perform HMA base crushing and shaping in accordance with section 305 of the MDOT standard specifications for construction. Place suitable surplus material in areas of grade raises as listed above, as needed, and as directed by the Engineer. Loading, hauling, and placing acceptable surplus materials will be paid as “SALV CRUSHED MATERIAL, LM” in accordance with the 2020 MDOT standard specifications.

Remove unsuitable material after crushing and shaping in accordance with section 305 of the MDOT standard specifications and as directed by the Engineer.

Unsuitable material include peat soils, crushed base with excessive root material or other unsuitable materials as determined by the engineer.

TREE AND BRUSH REMOVALS

Generally, a 4 foot wide strip of land measured perpendicular to the edge of the drive, on each side, shall be cleared and trees removed. The contractor shall coordinate with the Engineer prior to removal of all trees.

Specific trees that are determined to be removed shall be identified by the Engineer and coordinated with MDNR staff prior to work being performed. All trees removed shall be properly disposed of. Trees that are removed but can remain in place on site will be identified by the Engineer, and the contractor may leave the cut tree in place. Payment for work associated with clearing and tree removals are included with the pay items “Clearing”, “Tree, Rem, 19 inch to 36 inch”, and “Tree, Rem, 37 inch or Larger”.

EXISTING ELECTRICAL EQUIPMENT
