About this opportunity
The Michigan Department of Technology, Management and Budget is requesting bids for complete demolition and removal of the Petobego Dam in Grand Traverse County near Williamsburg, with bids due August 19, 2026 by 2:00 p.m. EST, and mandatory virtual pre-bid meeting on August 10 at 10:30 a.m. EST followed by mandatory on-site meeting on August 11 at 10:30 a.m. EST. A 10% pricing preference under Michigan Public Act 91 of 2005 applies to service-disabled veteran-owned businesses that self-declare and provide required documentation (DD214 proof of service-connected disability and proof of 51% business ownership).
The scope encompasses complete dam structure demolition including removal of sheet piling, control structures, wingwalls, and concrete abutments; soil erosion and sedimentation control; water control with downstream baseflow maintenance per Department of Environment, Great Lakes and Energy specifications; site clearing and staging; channel excavation; rock weir structure and pool installation with specified riprap aggregate (1-inch median grain size, ranging 3/8 inch to 2 inches); 4-inch topsoil placement over access roads with native seeding and mulching; and project closeout. The contractor must submit a detailed demolition sequence and water control work plan for engineer approval prior to commencing work. Operations are restricted to 7:00 a.m. to 7:00 p.m. Monday through Saturday, with no Sunday or holiday work unless owner-approved. All work in watercourse areas requires biodegradable hydraulic fluid and cleaned equipment.
The base bid includes 14 line items with a $15,000 contingency allowance and $20,000 contingency contingency. Mobilization is capped at 4% of base bid. Substantial completion is required by June 15, 2027, assuming Notice-to-Proceed by October 1, 2026. Liquidated damages are $500 per calendar day for delays beyond substantial completion. Prevailing wage requirements apply under both Davis-Bacon Act and Michigan state law (2023 PA 10). Bid guarantee of 5% is required; performance and payment bonds are required for contracts exceeding $50,000. Bids must be submitted electronically through SIGMA VSS. Ten verified bidders attended the pre-bid meeting. Questions were due August 13 at 2:00 p.m. EST. Addenda 1, 2, and 3 have been issued; acknowledgment of all addenda in bid submission is mandatory.
