Addendum No. 2 for Petobego Dam Removal Project

This is a construction bid addendum issued by the Michigan Department of Technology, Management and Budget (DTMB), Design & Construction Division for the Petobego Dam Removal project located in Grand Traverse County near Williamsburg, Michigan. Addendum No. 2, issued on August 13, 2026, reissues the bid schedule, adds Technical Specification Section 01 55 26 for Traffic Control, and provides pre-bid meeting questions and answers along with attendance records. The project encompasses 14 base bid items including mobilization (4% maximum), soil erosion and sedimentation control, water control, staging and laydown areas, 825 square yards of 21AA stone, site clearing, traffic control, structure demolition and removals, channel excavation, rock structure and pool construction, topsoil seeding and mulching, erosion control blanket installation, cleanup and restoration, and project closeout. The bid opening date was August 19, 2026, with the pre-bid meeting held on August 10-11, 2026 (online and onsite components). A contingency allowance of $15,000 is included in the base bid. The professional designing the project is Spicer Group with Bruce Watkins, P.E. serving as project director. Acknowledgement of the addendum in the bid summary and bid form is mandatory; failure to do so may result in bid rejection.

The Traffic Control specification requires compliance with Michigan Manual of Uniform Traffic Control Devices, American Traffic Safety Services Association standards, and MDOT Standard Specifications for Highway Construction. Traffic control measures, including signs, signals, cones, drums, lighting devices, and flagmen services, are to be included in the lump sum price bid for mobilization and general conditions. The water control plan requires maintenance of downstream baseflow at rates specified by the Department of Environment, Great Lakes and Energy (EGLE), with a written work plan to be submitted and approved by the engineer after contract award. Site restoration requires placement of 4 inches of topsoil over access roads, to be seeded with specified seed mix and mulched. Ten verified bidders attended the pre-bid meeting and were cleared to submit bids: Elmer's Crane & Dozer, Inc.; Davis Construction, Inc.; AJ's Excavating; TJM Services; Walton Contracting; Hardman Construction; Mi Bay Area Demolition; Grand River Construction; Catskilll Remedial; Coastal Construction Group; and Tapian Enterprises.
