About this file

This is Construction Bid Addendum No. 3 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design & Construction Division for the Petobego Dam Removal project in Grand Traverse County. The addendum, issued on August 14, 2026, clarifies bidding documents and incorporates modifications and interpretations into the contract. The bid opening date remains unchanged at August 19, 2026. The project, identified as File Number 751/22040.BDW, is being managed by the Professional Spicer Group with Project Director Bruce Watkins, P.E., and approved by Warren Miller, P.E. The addendum includes responses to fourteen contractor questions and attaches historical drawings related to the project. Key clarifications address permit responsibilities, construction staking requirements, tree removal protocols, restoration specifications, equipment access, biodegradable hydraulic oil requirements, and streambed aggregate specifications.

The addendum establishes that Spicer Group is responsible for obtaining the EGLE WRD permit while the contractor is responsible for their portion of the DTMB SESC permit and the MDOT ROW permit. Spicer Group will provide construction staking, eliminating the need for a separate surveyor hire. Tree and shrub removal is required within specified limits of disturbance but without a defined list, and no live stakes will be installed despite initial specification language. Restoration requirements specify the use of coir/jute netting within channels and areas steeper than 2H:1V slopes, with mulch acceptable in areas outside designated restoration zones. Equipment working in the stream must use biodegradable hydraulic oil, and streambed aggregate must consist of materials ranging from 3/8 inch to 2 inches with a median grain size of 1 inch, rather than standard 10A drain stone.
