About this opportunity

The Michigan Department of Technology, Management and Budget is requesting sealed bids for site improvements at Newaygo State Park Boating Access Site on Hardy Dam Pond (Project 751/17428.HJD), with bids due electronically through SIGMA VSS by August 5, 2026 at 2:00 p.m. ET. A mandatory pre-bid conference and site tour was held July 21, 2026 at 11:00 a.m. ET at the project site. Service-disabled veteran-owned businesses receive a 10% preference deduction during evaluation; Michigan-based businesses also receive preference consideration where bidders over $100,000 must provide Michigan business certification.

The scope encompasses demolition of existing HMA paving and concrete, installation of new gravel drive, concrete paving and walks, redi-rock retaining walls and seawalls, concrete boat launch ramp, vault toilet, earthwork, restoration, and signage at 2793 S. Beech Avenue, Newaygo, Michigan 49337. The bid schedule includes a base bid (lump sum) for replacement of the boat access site, a provisional allowance of $60,000, and asbestos abatement of existing precast concrete dock planks (lump sum). Three alternates are available: repaving the drive to Beech Avenue, asphalt paving of the drive loop, and construction of an accessible route to future parking. Unit prices may be quoted for contingent change order items including soil removal and replacement, concrete paving, redi-rock installation, precast concrete ramp planks, and turbidity curtain placement.

Contract time is 260 calendar days from Notice to Proceed, with liquidated damages of $1,000 per calendar day for delays beyond substantial completion. Bidders must submit a 5% bid guarantee; performance and payment bonds are required for contracts exceeding $50,000. Prevailing wage requirements apply under Michigan PA 10 of 2023. All contractors and subcontractors must maintain current State Project Registration. Builder's risk insurance and minimum commercial general liability of $1,000,000 per occurrence with the State listed as additional insured are required. Questions are due July 29, 2026 at 2:00 p.m. ET, directed to Tim Britain, VIRIDIS Design Group, at tim@virdg.com or (269) 978-5143. Addendum No. 1, posted July 24, 2026, must be acknowledged on the bid form; failure to acknowledge may result in bid rejection.
