About this file

This is an informational document issued by the Michigan Department of Technology, Management & Budget (DTMB) detailing the Service Disabled Veteran Owned Business (SDVOB) Preference program applicable to State of Michigan contracts. The SDVOB preference provides eligible businesses with a 10% pricing advantage when bidding on state contracts, demonstrating Michigan's commitment to supporting veterans with service-connected disabilities. To claim this preference, bidders must submit documentation proving service and discharge status via DD214 or equivalent, evidence of a service-connected disability through DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents or NVBDC certification. The state does not pre-certify SDVOB businesses and does not recognize federal CVE database or SBA VetCert certifications for this preference.

The SDVOB preference defines a service-connected disability as one incurred or aggravated during active military, naval, or air service as specified in 38 USC 101(16), and requires that a qualified business be at least 51 percent owned by one or more veterans meeting this definition. Additional detailed information regarding eligibility requirements and application procedures is available through the SDVOB Preference Fact Sheet on the DTMB procurement website, along with resources from the National Veterans Business Development Council (NVBDC). This preference program applies across all State of Michigan procurement opportunities, providing a meaningful advantage for service-disabled veteran-owned enterprises in the competitive bidding process.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
