About this opportunity

The Maryland State Highway Administration is requesting bids on handy man services for the Glen Burnie Maintenance Shop facility under Invitation for Bids 52HNDY29SB, with bids due August 25, 2026 at 9:00 a.m., and a mandatory site visit on August 21, 2026. This is a Small Business Reserve (SBR) procurement limited to certified small businesses as defined under Maryland State Finance and Procurement Article 14-501 through 14-505.

The scope includes routine and emergency general handyman services — minor repairs, carpentry, basic plumbing, electrical troubleshooting, painting, flooring repairs, hardware installation, and exterior maintenance — performed at 910 Stewart Avenue, Glen Burnie, Maryland. Routine work is performed during facility hours of 7:30 a.m. to 4:00 p.m., Monday through Friday; after-hours and weekend work is limited to emergencies. The prime contractor must hold overall responsibility under Maryland Home Improvement Commission (MHIC) oversight and may subcontract electrical, plumbing, HVAC/R, and other specialty trades to appropriately licensed subcontractors in compliance with Maryland licensing law. Bidders must document a minimum of three years of experience providing general handyman services and possess all required licenses, registrations, or certifications for Maryland.

The contract term is August 2026 through July 2028. Estimated labor quantities are 150 routine hours and 30 emergency hours per labor class (foreman and helper/apprentice) for the full two-year period, compensated at hourly rates submitted by the bidder. Parts and equipment are estimated at $14,600, with bidders permitted to add a markup not exceeding 10% on actual costs. Tax should not be included in bid prices. Award will be made to the responsive and responsible bidder with the lowest price. MBE/DBE and VSBE subcontracting participation goals are zero percent. The contractor must maintain Commercial General Liability insurance of $1 million combined single limit per occurrence and $3 million annual aggregate, as well as Workers' Compensation insurance of $1 million per occurrence. Questions are due August 24, 2026 at 10:00 a.m. Bids must be submitted through emma.maryland.gov and must acknowledge all addenda to be responsive.
