About this file
This is an Addendum 2 document issued by the Maryland State Highway Administration (SHA) for Solicitation Number 52HNDY29SB, a Handy Man Service contract. The solicitation seeks handy man services for the SHA's Glen Burnie Maintenance Shop facility. A scheduled site visit was held on August 21, 2026, from 10:00 am to 11:00 am at 910 Stewart Ave, Glen Burnie, MD 21061, with registration required through procurement designee Reggie Haysbert. Contractor questions were due by August 24, 2026, at 10:00 am local time, with the bid closing date set for August 25, 2026, at 9:00 am local time. Public bid opening was scheduled for August 25, 2026, at 11:00 am at the same Glen Burnie location, with a virtual Microsoft Teams option available. Bids must be submitted through emma.maryland.gov and must include a completed Contract Bid Form and acknowledgement of all addenda to be considered responsive.
The addendum clarifies that while the prime contractor must hold overall responsibility for the work under Maryland Home Improvement Commission (MHIC) oversight, electrical, plumbing, HVAC/R, and other specialty trades may be subcontracted to appropriately licensed subcontractors in compliance with Maryland licensing law. All subcontractors performing work in their specialty trade must hold current, state-issued licenses. The procurement establishes zero percent Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), and Veteran-Owned Small Business Enterprise (VSBE) subcontracting goals. Bids will be evaluated using the Competitive Sealed Bidding method under COMAR 21.05.02 regulations. All contractor questions should be submitted in Word format to Procurement Officer Tony Octavien at TOctavien@mdot.maryland.gov or (410) 766-3770.

Contractor Questions
Included in this response are contractor questions received as of
Q1: Does the solicitation require the prime contractor to hold any additional general-construction or trade license?
May any electrical, plumbing, HVACR or other specialty work be completed through appropriately licensed subcontractors?
A1: Yes, it’s permissible—and indeed necessary—to subcontract these specialty trades:
• The prime contractor must ensure that all subcontractors hold current, appropriate state-issued specialty licenses if performing work in their trade.
• This aligns with Maryland licensing law: subcontracting specialty work is allowed as long as the subcontractor is licensed and the prime holds overall responsibility via MHIC oversight.
All questions concerning this contract should be submitted preferably in Word format to:
Toctavien@mdot.maryland.gov.

Program Manager, District 5 – Glen Burnie Facility Maintenance

Failure to submit a completed addenda acknowledgement/ verification form for all addenda may result in the bid being declared non-responsive.
