About this file
This is Addendum 1 to an Invitation for Bids issued by the Maryland State Highway Administration (SHA) for handy man services at the Glen Burnie Maintenance Shop facility. The solicitation (52HNDY29SB) seeks a contractor to provide general facility maintenance and repairs on an as-needed basis for a two-year contract term. The scope of work encompasses routine maintenance tasks including minor carpentry, basic plumbing repairs, electrical troubleshooting, painting, flooring repairs, hardware installation, and minor exterior repairs. Routine work orders will be performed during standard facility hours of 7:30 AM to 4:00 PM, Monday through Friday, with after-hours and weekend work limited to emergency situations. A scheduled site visit was held on August 21, 2026, from 10:00 AM to 11:00 AM at 910 Stewart Ave, Glen Burnie, MD 21061. Contractor questions were due by August 24, 2026, at 10:00 AM local time, and bids were due on August 25, 2026, at 9:00 AM local time. Public bid opening occurred on August 25, 2026, at 11:00 AM via Microsoft Teams. The contract includes estimated hour quantities of 150 routine hours and 30 emergency hours per labor class for the full two-year term, with work orders to be generated on an as-needed basis.
The addendum clarifies that hour quantities represent estimates for the entire two-year contract period, with each labor class compensated at its applicable hourly rate. Contractors are responsible for determining appropriate crew size based on individual work order requirements and resources needed to complete tasks safely and efficiently. The procurement follows the Competitive Sealed Bidding method under COMAR 21.05.02, with MBE/DBE and VSBE subcontracting participation goals each set at zero percent. All bids must be submitted through emma.maryland.gov, and bidders must acknowledge all addenda prior to submission; failure to do so may result in the bid being declared non-responsive. The procurement officer is Tony Octavien, contactable at TOctavien@mdot.maryland.gov or (410) 766-3770.
