About this opportunity

The Maryland State Highway Administration is requesting bids on general handyman services at the Glen Burnie Maintenance Shop under IFB 52HNDY28SB, with bids due July 24, 2026, at 10:00 a.m. This is a Small Business Reserve (SBR) procurement limited to businesses certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA) — the mandatory eligibility filter.

The scope covers routine repairs and maintenance at 910 Stewart Ave, Glen Burnie, Maryland, including interior work (drywall patching, carpentry, door and lock repairs, minor plumbing and electrical) and exterior work (building repairs, concrete and asphalt patching, debris clearing). The estimated workload is 150 routine hours and 30 emergency hours per labor class (foreman and helper/apprentice) over the two-year term. Routine work is performed 7:30 a.m. to 4:00 p.m. Monday through Friday; after-hours and weekend work is limited to emergencies. The contractor must provide all labor, tools, equipment, and materials; determine appropriate crew size based on work-order scope and safety requirements; and maintain Commercial General Liability insurance of $1 million combined single limit per occurrence and $3 million annual aggregate, plus Workers' Compensation insurance of $1 million per occurrence.

The contract runs July 30, 2026, through July 29, 2028, at a fixed price with no federal funding. Estimated parts and equipment cost is $14,600; bidders must submit a percentage markup not to exceed 10 percent of actual supply costs. Emergency rates may not exceed 1.5 times routine rates. Award goes to the responsive and responsible bidder submitting the lowest total price.

Bidders must demonstrate a minimum of three years of handyman-services experience within the past five years, hold all required Maryland licenses and certifications, and submit signed acknowledgment forms for Addenda 1 and 2. A mandatory site visit was held July 21, 2026; questions were due July 21 at 3:00 p.m. Public bid opening is July 24 at 1:00 p.m. via Microsoft Teams and in-person at Glen Burnie. No MBE/DBE or VSBE subcontracting goals apply.
