About this file
This is Addendum No. 1 to an Invitation for Bid issued by the Maryland Department of Transportation State Highway Administration (MDOT SHA) for general handyman services at the Glen Burnie Maintenance Shop located at 910 Stewart Ave, Glen Burnie, MD 21061. The contractor will provide supervision, labor, tools, equipment, and materials necessary to perform general facility maintenance on an as-needed basis, including minor carpentry, plumbing, electrical, painting, flooring, hardware installation, and exterior repairs. The scope of work is estimated at 150 routine hours and 30 emergency hours per labor class for the full two-year contract term. A scheduled site visit was held on July 21, 2026, from 10:00 AM to 11:00 AM, with questions due by 3:00 PM that same day. Bids were due on July 24, 2026, at 10:00 AM, with public bid opening scheduled for 1:00 PM at the Glen Burnie facility and via Microsoft Teams. Routine work is anticipated during standard business hours of 7:30 AM to 4:00 PM, Monday through Friday, with after-hours and weekend work limited to emergencies only.
The addendum clarifies that hour quantities in Attachment B represent estimates for the full two-year contract term, with each labor class compensated at its applicable hourly rate. Contractors are required to determine appropriate crew size based on individual work order scope and safety requirements, with no predetermined minimum crew size mandated by MDOT SHA. All worksheets must be signed off by the Facility Manager, and contractors must sign in and out at each facility to document work completion and avoid payment delays. The Facility Technician must verify work completion against specifications on preventive maintenance checklists and work orders. An overall Minority Business Enterprise (MBE) or Disadvantaged Business Enterprise (DBE) subcontracting goal of zero percent and a Veteran-Owned Small Business (VSBE) participation goal of zero percent have been established. All addenda acknowledgement forms must be completed and submitted with bids; failure to do so may result in the bid being declared non-responsive.
