The Michigan Department of Technology, Management and Budget is procuring on behalf of the Department of Military and Veterans Affairs. A 10% pricing preference applies to Qualified Disabled Veteran (QDV) bidders meeting contract requirements. Bids exceeding $100,000 must certify Michigan-based business status.
The scope includes excavation and grading; aggregate base course and bituminous pavement installation in two lifts at 165 lbs/square yard with PG 70-28P asphalt cement (minimum 2,150 lb stability); eight-inch non-reinforced Portland cement concrete tie-down pads with copper clad steel ground rods; drainage systems including 12-inch concrete culvert pipe and leaching basins; electrical conduit infrastructure for apron edge lighting; pavement markings; and site restoration with topsoil, seeding, and mulching. The project encompasses 56 tie-down positions and approximately 96 parking/light locations. All iron, steel, and manufactured products must comply with Build America, Buy America Act requirements. Davis Bacon prevailing wage rates (Crawford County, Michigan) apply. The contractor must attend a pre-construction meeting and maintain a full-time superintendent on site during work hours (7:45 AM to 4:30 PM, Monday through Friday). All subcontractors must maintain current Michigan State Project Registration under PA 10 of 2023.
Contract completion is required within 210 calendar days of Notice-to-Proceed, with substantial completion targeted for April 30, 2027. Liquidated damages are set at $500 per calendar day for delays. A $20,000 contingency allowance is included in the base bid. Bid security of 5% is required; performance and payment bonds are required for bids exceeding $50,000. Commercial General Liability insurance ($1,000,000 minimum per occurrence), Worker's Compensation, Employer's Liability, and Builder's Risk Insurance at 100% replacement cost are mandatory. Questions were due August 12 at 10:00 AM. Addendum No. 1, 2, and 3 have been issued. Electronic submissions are through the SIGMA VSS website.
