2651522002 Construct Tie Down Pads GAAF Addendum 3

This is Addendum 3 to the invitation for bids for Camp Grayling, a Michigan state facility under the jurisdiction of the Michigan National Guard. The addendum modifies the original bid solicitation for the construction of tie-down pads at the facility. Addendum 3 addresses clarifications, revisions, or additional requirements issued subsequent to the initial bid documents and any prior addenda. The document serves to ensure all bidders receive consistent and updated information before submitting their proposals. Specific details regarding project scope, timeline, and deliverables are established in the base bid documents, with this addendum providing necessary modifications or supplementary instructions that bidders must incorporate into their responses.

The addendum clarifies contractual terms, bid requirements, or technical specifications initially outlined in the solicitation. All prospective bidders must acknowledge receipt of Addendum 3 and confirm their compliance with the revised requirements as a condition of bid acceptance. Failure to acknowledge the addendum or incorporate its provisions may result in bid rejection. This document is essential for establishing a level competitive field and protecting the state's interests in the procurement process for the tie-down pad construction project at Camp Grayling.

FORM BF-1

State of Michigan DATE ISSUED: August 14, 2026

Department of Military and Veterans Affairs INDEX CODE NO: 1070

Construction & Facilities Office Project: 2651522002

Reserve Forces Service Center File No.: 511/26444.AGY

3423 N. Martin Luther King Blvd. Rm. 321 State Unit: Dept. of Military Affairs

Lansing, Michigan 48906-2934

SUBJECT: Construct Tie-Down Pads - GAAF

BID OPENING: August 19, 2026, 2:00PM EST

ADDENDUM NO. 3

TO: All Bidders

SUBJECT: This Addendum is issued to revise and clarify the following items regarding the bid documents:

QUESTIONS/ANSWERS, REVISIONS, & CLARIFICATIONS:

QUESTION 1: The engineer specified L852E, LED, 115-watt, blue lens. However, the L852E is yellow, not blue. The

L852T is blue. Which do they want? It appears that blue is correct, but we’d like confirmation. Also, I don’t know of any LED lights that are 115-watt. Typically, the L852T is 15-watt. Was 115-watt just a typo?

ANSWER: Provide fixture with blue lens, L852T. 115 watt LED should have read 15 watt LED. Fixtures must meet the minimum candela requirements of FAA L-852T(L) 150/5345-46F. An excerpt is included below:

Type

Minimum beam coverage (degrees) (a) Intensity (candelas) (b)

Main beam (c) 10 percent (d)

White

Yellow

Green

Red

Blue H V H V

L-852T 360 1 to 6 2(h)

Note (h) L-852T coverage is 2 candelas minimum from 1 to 6 degrees vertically and must be visible for angles from 15 to 90 degrees (visually verified) as projected.

QUESTION 2: C8 detail 3 does not show snowplow rings, however C8.1 detail 5 shows them. I do not believe there were any on the existing. Are these required?

ANSWER: Snow plow rings are required.

QUESTION 3: C8 detail 1 note 1 states ducts under paved shoulder installed in bed of sand. Top right of same page shows conduit under paved shoulder and is calling out concrete encased. Does all conduit need to be concrete encase or just under full strength pavement?

ANSWER: All conduit to be concrete encased.

QUESTION 4: Please see questions sent to me from the Light fixture Rep at Flight Light. I included a cut sheet of her style 2 fixture that meets spec but not the detail on the drawings (LED Inset Taxiway Edge Light LTO

Flight Light Inc.. Want to make sure this fixture is correct? It also says this in the specs: FAA AC

150/5345-46, Type L-852E(L) LED, Class 1 for semiflush taxiway edge lights with a 115-watt, 6.6A lamp and blue filter. So Style 3 in the drawings, semi flush in the specs (Style 2)

ANSWER: Provide FAA Style 3–Low protrusion above ground of ≤0.25 inch. Under technical features in the product cut sheet, the LED Inset Taxiway Edge Light LTO has a 0.25” limited protrusion and therefore this meets the requirements of a Style 3 fixture. Provided the LED Inset Taxiway Edge light (LTO) options are marked up so as to meet answers in this addendum and elsewhere in the drawings and specifications, this product is acceptable.

QUESTION 5: Do they want heaters on the lights as well?

ANSWER: Heater not required

QUESTION 6: Will an updated topographic surveying be provided?

ANSWER: We are unable to provide an updated topographic survey before bid time. Contractors to bid with the assumption existing elevations are correct as shown on the grading plan.

ACKNOWLEDGEMENT: The acknowledgement for this Addendum shall be noted on the Bid-Summary Sheet.

LED Inset Taxiway Edge Light (LTO) Compliance

•FAA: L-852T(L) AC150/5345-46 and EB No 67
•ICAO: Annex 14 - Volume I par. 5 3 18 8
•EASA: CS ADR-DSM, Book 1, par M 720 (c) (3)
•IEC: TS 61827
•NATO: STANAG 3316
•CAA: CAP 168
•TCCA: TP312

Applications Taxiway edge for ICAO, FAA and military taxiways.

Benefits

• 60,000 hours LED rated life at full intensity, but over 100,000 hours in field operating conditions.

• In new installations, LED lights mean smaller loads, smaller

CCRs and transformers, thus lower life cycle costs.

• Light output is variable like a traditional halogen lamp, as indicated by FAA “Engineering Briefing No.67”.

• Colors are produced by LEDs: no colored filters ensures no energy losses and no color shifts.

• Fully compatible with existing AFL infrastructure (for moni-tored fixtures, isolation transformer max size: 200 VA).

• Designed with simplicity allowing longer maintenance inter-vals and fewer spare parts.

• No use of sealing compound to fix the prisms in the dome.

Use of gaskets to set the prisms in the dome makes their replacement quick and easy.

•No optical adjustment after LED module or prism replacement.
•Pressure valve for watertightness test after overhaul.
•Compatible with CCRs designed in compliance with IEC or

FAA requirements.

Technical Features

• Rugged electronics built tough for high resistance to shock and vibration.

• Automatic adaptation to the 50 or 60 Hz frequency of the supply current.

• Surge protection device is provided to protect the electronics as required by FAA “Engineering Briefing No.67”.

•Continuous internal fault detection.
•0.25" (6.35 mm) limited protrusion above the pavement

reduces vibration to aircraft and to the fixture itself, increasing its life expectancy.

• Smooth outer dome profile makes the light less susceptible to snowplow blades.

• Omnidirectional, 8" or 12" dia.

• Aluminum forged dome and die cast lower cover make the fixture sturdy, but lightweight for easier handling in the field.

• O-ring is provided to avoid dirt deposits between the fixture and base.

•IP67 protection.
•Temperature range: -55°C (-67°F) to +55°C (131°F).

Installation

•Suitable for 8" or 12" dia. bases.
•Adapter ring for 8" light installation on 12" dia. bases.
•Specific tools available for easy and precise installation.
