About this file
This is an Addendum No. 1 to bidding documents issued by the State of Michigan Department of Military and Veterans Affairs for Project 2651522002, involving the construction of tie-down pads for rotary-winged aircraft at Grayling Army Airfield (GAAF). The project encompasses installing a new rotary-winged aircraft parking area that includes an asphalt taxi-lane approach, concrete parking pads, refueling areas, mooring and static grounding points, apron edge lighting, and airfield pavement markings, along with topsoil placement, seeding, and mulching in disturbed areas. A mandatory pre-bid meeting was held on August 5, 2026, at 10:30 AM at Building 1135 McNamara Road. Bidding questions were due by August 12, 2026, at 10:00 AM, with the bid opening scheduled for August 19, 2026, at 2:00 PM EST. Project completion is required within 210 calendar days after the preconstruction meeting, and DTMB typically awards contracts within 45 days of bid receipt. All bidders were required to sign the pre-bid sign-in sheet to have their bids accepted. Work hours are 7:45 AM to 4:30 PM, Monday through Friday, with a full-time superintendent/project manager required on site.
The addendum provides seven revisions and one clarification addressing asphalt mix design specifications (PG 70-28P binder with 2150 lb minimum stability), construction haul routes, removal of existing red paint stripes using non-grinding methods, retention of existing culverts and leeching basins, placement of excess topsoil at the helicopter hanger, spoil disposal locations, and unit pricing requirements for repainting pavement and grounding rod markings. Federal Davis Bacon wage rates apply to the project. A $20,000 contingency allowance is available, with liquidated damages set at $500 per day. Bid security of 5% of the awarded base bid cost is required; however, if the bid is less than $50,000, payment and performance bonds are not required. A Soil Erosion and Sedimentation Control (SESC) permit is required, and contractors must implement a construction waste management plan with a goal of salvaging or recycling 60 percent by weight of total non-hazardous solid waste. All materials require daily load tickets submitted to the Project Site Superintendent, and shop drawings must be submitted and approved prior to construction commencement.
