About this opportunity

The Michigan Department of Technology, Management and Budget, State Facilities Administration is requesting bids for the design and fabrication of two monument signs at Fort Custer Training Center in Augusta, Michigan, with bids due August 12, 2026 at 2:00 p.m. ET through SIGMA VSS, and a mandatory pre-bid conference and site tour on July 29, 2026 at 11:30 a.m. ET. Qualified Disabled Veteran (QDV) businesses may apply for a 10% preference in bid evaluation. All bidders must be registered in the Michigan SIGMA vendor system and comply with prevailing wage requirements and Michigan-based business certification for projects exceeding $100,000.

The scope includes fabrication and installation of an Expert Skills Sign and a Training Center Sign positioned near Interstate 94 and on the Fort Custer base. Both signs feature 1-inch thick aluminum letters with face-applied paint finishes, graffiti-proof clear coat UV protection, and military insignia including Expert Infantry Badge, Expert Soldier Badge, and Expert Medic Badge. Steel structure design with Sherwin Williams paint finishes (Pussywillow, Tricorn Black, or Snowbound) is the contractor's delegated design responsibility, requiring shop drawing preparation and structural engineering calculations. Site work includes concrete pads with granite perimeter walls, landscape improvements, and solar-powered LED lighting fixtures (15-watt and 30-watt Soltech spotlights) with adaptive dimming controls. The contractor must obtain all site-related permits, contact MISS DIG for utility location, and ensure existing utility protection and site restoration.

The contract period is 270 calendar days from Notice-to-Proceed with liquidated damages at $300 per calendar day for delays beyond substantial completion. A 5% bid guarantee is required; performance and payment bonds are required for all bids exceeding $50,000. Minimum comprehensive general liability insurance is $1,000,000 per occurrence. Working hours are 7:00 a.m. to 4:00 p.m., with contractor responsibility for snow removal and winter condition accommodation. All personnel require Fort Custer access rosters with government-issued identification, updated monthly. Questions are due August 5, 2026 at 5:00 p.m. ET. Addendum #1, issued August 3, modifies original drawings and specifications; bidders must acknowledge receipt on bid forms to avoid disqualification.
