About this file

This Addendum #1 document is issued by Paradigm Design on behalf of the Department of Military and Veterans Affairs (DMVA) for the Fort Custer Signage Project located in Augusta, Michigan. The addendum modifies the original bidding documents dated July 22, 2026, and includes a mandatory pre-bid meeting conducted on July 29, 2026, at 11:30 AM. Key project specifications include updates to multiple drawing sheets (G-001, C-101, L-101, A-201, and E-400) with specific revisions such as adding the diameter of a southern circle, revising the location of the Expert Skills Sign, eliminating plantings from the I-94 sign location, removing boulders around the Expert Skills Sign with revised foundation specifications, and adjusting the underground PVC conduit size to 1 inch. All prospective bidders must acknowledge receipt of this addendum on their bid forms to avoid disqualification. Working hours are scheduled from 7:00 AM to 4:00 PM, with contractor responsibility for snow removal and winter condition accommodation given Augusta's climate.

All contractor personnel require access rosters with government-issued identification and monthly updates to Fort Custer. The owner will cover material testing costs but not mechanical testing and balance. Contractors must contact MISS DIG and Walt Sullivan for site utility information and direct all Requests for Information (RFIs) to Paradigm Design, as responses from other sources are not valid. The Department of Military and Veterans Affairs will issue any required SESC permits. No weapons are permitted on the base, and contractors must observe posted speed limits. Randon Gould is designated as the Owner's Field Representative overseeing construction. The contractor bears responsibility for establishing means, methods, and schedule to meet the contract completion date while accounting for winter conditions. Meeting minutes, attendance sheets, and addendum materials will be posted on the state website.
