About this file

This is an informational sheet regarding Service-Disabled Veteran-Owned Business (SDVOB) preference policies issued by the State of Michigan Department of Technology, Management & Budget (DTMB). The document outlines the state's commitment to veterans with service-connected disabilities who participate in State of Michigan contract bidding processes. Rather than describing a specific procurement opportunity, the sheet establishes the framework and eligibility requirements for businesses seeking to claim SDVOB preference on state contracts. There are no specified products, services, project overviews, quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms detailed in this document.

The SDVOB preference provides a 10% pricing advantage to qualifying businesses owned 51% or more by veterans with service-connected disabilities. To claim this preference, bidders must submit documentation including a DD214 or equivalent discharge papers, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, businesses may provide National Veterans Business Development Council (NVBDC) certification. The state does not pre-certify SDVOB businesses and does not recognize federal certifications through the Center for Verification and Evaluation (CVE) database or the U.S. Small Business Administration's VetCert program. Service-connected disability is defined as a disability incurred or aggravated during active military service as outlined in 38 USC 101(16).

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
