About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is requesting bids on a Level IV conversion of Housing Units 4 and 5 at Macomb Correctional Facility in Lenox Township, Michigan, with bids due July 29, 2026 at 2:00 p.m. Eastern time and a mandatory pre-bid meeting and site walk-through on July 17, 2026 at 10:00 a.m. A 10% pricing preference under Michigan Public Act 91 of 2005 applies to Service-Disabled Veteran-Owned Businesses (SDVOBs) that provide qualifying documentation — proof of service-connected disability and 51% or greater business ownership by service-disabled veterans. NVBDC certification is accepted as an alternative verification method; the state does not pre-certify SDVOBs or accept federal VetCert listings.

The scope encompasses architectural, mechanical, and electrical modifications: installation of new security surround walls with stainless steel posts and frames, new steel security doors with electromechanical locks, and stainless steel door frames with wire mesh; modification and relocation of existing fin tube heating enclosures and exhaust grilles; installation of new exit signage and door position monitoring systems; fire protection modifications; and removal and replacement of existing shower doors. All work must comply with 2023 Michigan Electrical Code, Michigan Mechanical Code, and NFPA standards. The project requires strict adherence to facility security protocols, including tamper-resistant hardware in all inmate-accessible areas. Electrical outages may not exceed two hours; longer shutdowns require portable generator backup coordinated at least two weeks in advance.

Bid security of 5% is required. Attendees at the pre-bid meeting must be lien clean five business days prior and submit a LEIN (criminal history background check) request form five business days before the meeting. Contractors must provide proof of State Project Registration from the Department of Labor and Economic Opportunity and submit a maximum of two attachments via SIGMA VSS. Questions are due July 21, 2026 at 2:00 p.m. Eastern time to Joe Sovis at jsovis@matrixceinc.com. Bids remain valid for 60 calendar days after opening. The Professional Service Consultant is Matrix Consulting Engineers, Inc., (517) 487-2511.
