About this file

This is an informational document issued by the State of Michigan's Department of Technology, Management & Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) preference program applicable to State of Michigan contracts. The document outlines Michigan's commitment to providing a 10% pricing preference to businesses owned by qualified service-disabled veterans when bidding on state projects, as established under Public Act 91 of 2005. To claim the SDVOB pricing preference, bidders must indicate their SDVOB status in their bid response and provide required documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability through either a DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. The state also accepts National Veterans Business Development Council (NVBDC) certification as an alternative verification method, provided certain conditions are satisfied. The state does not pre-certify businesses as SDVOBs and does not accept federal Center for Verification and Evaluation (CVE) database listings or US Small Business Administration VetCert certifications.

A qualified SDVOB is defined as a business entity that is 51 percent or more owned by one or more veterans with a service-connected disability, which is defined as a disability incurred or aggravated during active military, naval, or air service as described in 38 USC 101(16). This preference program applies to the referenced Macomb Correctional Facility Units 4 & 5 Level IV Conversion project in Michigan. Bidders seeking to leverage this preference advantage must ensure their documentation is properly submitted with their bid and meets the state's specified requirements, as the state maintains its own certification standards independent of federal veteran business certification programs.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
