About this opportunity

The Michigan Department of Corrections is requesting sealed bids for lock and controls upgrades at Carson City Correctional Facility, with proposals due October 21, 2026 at 2:00 p.m. ET, and a mandatory pre-bid conference and facility tour on October 6, 2026 at 11:00 a.m. ET. A Service-Disabled Veteran-Owned Business (SDVOB) preference of 10% pricing advantage applies to eligible bidders meeting Michigan's definition and documentation requirements; the state does not accept federal CVE database or SBA VetCert certifications.

The scope includes building and upgrading security control booths in two Level IV Housing Units, renovating the Control Booth in the Segregation Unit, and replacing cell door locking mechanisms and associated control systems across Level IV Housing Units and Segregation Unit. Work encompasses demolition of existing electro-mechanical hardware, installation of new programmable logic controller (PLC) systems, ethernet switches, and human-machine interfaces integrated with the facility's StarNet 21 control system, and sequenced replacement of cell doors in groups while cells remain occupied. The project includes two deductive alternates: removing work within Building 1200 and removing work within the Segregation Unit. Temporary wall systems using either STARC Lightbarrier demountable partitions or fire-rated plywood-and-metal-stud configurations must maintain security and separation during construction.

Place of performance is Carson City Correctional Facility, 10274 Boyer Road, Carson City, Michigan 48811. Contractor representatives attending the pre-bid walk-through must submit a LEIN Request five business days prior to the meeting. Questions are due October 12, 2026 at 2:00 p.m. ET. Bid Security of 5% is required. Bids must remain valid for 60 calendar days following opening. Contractors must obtain a SIGMA Vendor Number before proposal submission and comply with prevailing wage requirements, Michigan Construction Code, and environmental protection statutes. The Apparent Low Bidder must submit subcontractor lists within two business days and pre-award qualification submittals within five calendar days of request. Contact: Joe Sovis, Matrix Consulting Engineers, Inc., jsovis@matrixceinc.com, (517) 927-0964.
