About this file

This is an informational document from the State of Michigan's Department of Technology, Management and Budget (DTMB) outlining the Service-Disabled Veteran-Owned Business (SDVOB) preference program applicable to state contracts, including the Carson City Correctional Facility Lock and Controls Upgrades project in Michigan. The SDVOB preference provides eligible businesses with a 10% pricing advantage when bidding on State of Michigan contracts. To claim this preference, bidders must submit their bid response indicating SDVOB status and provide documentation including proof of service and discharge (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of business ownership through appropriate legal documents or NVBDC certification.

Qualified businesses must be 51% or more owned by one or more veterans with a service-connected disability, as defined under 38 USC 101(16). The State of Michigan does not pre-certify SDVOB businesses and does not accept federal CVE database or SBA VetCert certifications. Eligible service-disabled veterans are those whose disabilities were incurred or aggravated during active military, naval, or air service. Additional detailed information regarding the SDVOB preference requirements and application procedures is available through the SDVOB Preference Fact Sheet on the Michigan DTMB procurement website.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
