About this opportunity
The Indiana Department of Natural Resources, Division of Fish & Wildlife is requesting quotations for the purchase of 30,070 fingerling walleye (6 to 8 inches) for stocking in four Northern Indiana lakes, with bids due September 7, 2026 at 10:00 AM ET under RFQ #0000088191. Bidders must be licensed aquaculture facilities — a mandatory qualification filter. An addendum posted August 12, 2026 supersedes the initial solicitation; bidders must use the updated RFQ document.
The fish must be Great Lakes Genetic Strain and certified free of Viral Hemorrhagic Septicemia (VHS), Heterosporosis, and zebra mussels. Delivery is required to four locations: Lake Maxinkuckee in Marshall County (18,540 fish), Wall Lake in LaGrange County (1,410 fish), Pretty Lake in LaGrange County (1,840 fish), and Crooked Lake in Steuben County (8,280 fish). All delivery costs to Indiana locations are included in the quoted price. The state biologist will coordinate delivery logistics with the contractor and inspect fish quality at the boat ramp before stocking.
The contract term runs from September 15, 2026 through September 14, 2027, with an option to renew by mutual consent for a combined maximum of four years. Pricing must be submitted on a per-unit basis with extended totals; unit prices prevail in case of discrepancy. All quoted prices must remain valid for thirty days following the response due date and must be inclusive of all applicable charges, fees, and shipping.
The RFQ establishes subcontractor participation goals of 8% for Minority Business Enterprises (MBE), 11% for Women Business Enterprises (WBE), and 3% for Indiana Veteran-Owned Small Business Enterprises (IVOSB), with all participating subcontractors required to be on the State of Indiana's certified list. Respondents may claim U.S. Manufactured Product, Indiana Business, Indiana Manufactured, and Small Business purchasing preferences. Questions must be submitted at least seven days prior to the response due date to Nicholas Ramsey at nrramsey@dnr.in.gov. Completed bids must be emailed to Ramsey or faxed to 317-972-3275. This RFQ is not eligible for electronic bidding through the Supplier Portal. Winning bidders must register with the State Procurement Division within five days of award or face contract cancellation.
