About this opportunity
Detroit Public Schools Community District (DPSCD) is requesting proposals for architectural and engineering design services for athletic field upgrades at Central High School, Denby High School, and Southeastern High School, with proposals due September 17, 2026 at 12:00 p.m., and a pre-bid virtual conference scheduled for September 3, 2026. Questions are due September 9, 2026 at 12:00 p.m.
Minimum qualifications require firms to have been in business for at least five consecutive years, be licensed to perform work in Michigan, have completed similar services on five or more athletic field projects with five or more individual facility sites exceeding $4,000,000, and have experience with at least three educational clients within the last five years.
The scope encompasses investigation, design, construction administration, and project closeout across all three schools. Work includes conversion of grass fields to synthetic turf, new field drainage systems, field event upgrades, track replacement, bleacher repair, field lighting upgrades, fencing upgrades, and paving improvements for pedestrian circulation and parking. The City of Detroit serves as the authority having jurisdiction for all design documents and construction inspections. Services span Schematic Design, Design Development, Construction Documents, Procurement, and Construction Phase Services, with on-site presence typically one day per week during construction.
The estimated hard construction budgets total approximately $9.2 million: Central High School $3,437,525, Denby High School $3,373,825, and Southeastern High School $2,411,500. These amounts exclude professional fees, permits, testing, escalation, and contingencies. Proposals must be submitted as lump sum pricing inclusive of all personnel costs, reimbursable expenses, and insurance. Firms must provide detailed cost breakdowns for each school and project phase, identify subconsultants and their fees, and state their standard of care percentage and not-to-exceed allowance for reimbursable expenses.
The contract uses AIA Document B101-2017 with Construction Manager as Constructor delivery. Design runs January 2027 through September 2027; permitting and procurement September 2027 through April 2028; construction April 2028 through August 2028; and closeout September 2028 through November 2028. Board approval is targeted for November–December 2026. Required insurance includes Commercial General Liability $2,000,000 per occurrence / $4,000,000 aggregate, Professional Liability $2,000,000 per claim / $4,000,000 aggregate, and Excess Umbrella Liability $5,000,000 per occurrence and aggregate, with the Owner and Plante Moran Realpoint named as additional insureds. DPSCD reserves the right to accept or reject any and all proposals, make single or multiple awards, and modify timelines and scope.
