Contractors must conduct a post-occupancy audit eleven months after substantial completion with call-back services for twenty-three months thereafter. Pavement design requires K30 modulus of subgrade reaction of 100 psi/inch; site class E seismic design criteria per the 2021 Michigan Building Code applies. Work must be performed under AIA Document A101-2017 with The Collaborative, Inc. (Toledo, Ohio) as architect and Plante Moran Realpoint, LLC as owner's representative.

Minimum qualifications require ten consecutive years in business, Michigan licensure, three projects within five years valued at $8,000,000 or greater with similar scope, and Experience Modification Rate below 1.0. Bid security of 5% and performance and payment bonds at 100% of bid amount are required. Commencement is December 23, 2026, with substantial completion by August 13, 2027.
