About this opportunity

The Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality, is procuring construction services for the Ham892326B Nutrient Reduction Wetland Project in Hamilton County, Iowa (Section 26, Township 89 North, Range 23 West). This sealed-bid construction contract requires selective clearing, excavation, grading, installation of reinforced concrete pipe (RCP) and high-density polyethylene (HDPE) dual wall pipe, placement of tied concrete block matting (Flexamat Plus or engineer-approved equivalent), construction of concrete structures including inlet/outlet structures and two concrete manholes, and seeding operations across approximately 21,135 cubic yards of earthwork, 2,645 linear feet of RCP, 1,579 linear feet of HDPE pipe, 2,350 square feet of tied concrete block matting, and 2.9 acres of seeding. The project's primary objectives are nutrient reduction and stormwater management for a 605-acre watershed through creation of a constructed wetland system designed to manage 25-year and 100-year storm events while reducing nitrate and phosphorus loading. Sealed bids must be submitted through the Iowa Management of Procurement and Contracts System (IMPACS) by 3:00 PM local time on Wednesday, May 20, 2026, with public bid opening via Microsoft Teams at the same time. A pre-bid conference is scheduled for 9:00 AM on April 20, 2026, at Williams Public Library in Williamsburg, Iowa, with attendance encouraged but not mandatory. Written questions regarding plans and specifications must be directed to Engineer Brandon C. Short, P.E. at brandon.short@bolton-menk.com with a copy to Tracy Blocker, and must be received by 3:00 PM on May 1, 2026, to be included in a final addendum. Construction must commence within 14 days of the preconstruction meeting, with all work except seeding completed by December 31, 2026, structure seeding completed by May 15, 2027, and buffer seeding completed by June 30, 2027. Evaluation criteria include bid price and bidder qualifications, with the contract awarded to the lowest responsible bidder as determined by the Division.

No specific set-aside designations for disadvantaged enterprises or other targeted groups are identified in the contract documents. Bidders must be registered with the Iowa Department of Inspections, Appeals & Licensing and must demonstrate ownership of at least 20 percent of required equipment; additionally, all contractors must submit a proposal guarantee (bid bond) equal to 10 percent of the base bid amount either as a surety bond uploaded to IMPACS or as a certified/cashier's check delivered to the state office at least three hours prior to bid closing. The successful bidder will be required to furnish a Performance Bond equal to 100 percent of the contract price within 14 days of award notification, and liquidated damages of $175 per day will apply for delays in completing all work except seeding, with $125 per day assessed for seeding activity delays. No incumbent vendors or current contractors are identified in the available contract documents. The estimated construction cost range is between $250,000 and $350,000, with progress payments made monthly at 97 percent of completed work value and 3 percent retained until final project acceptance. Materials purchased are exempt from Iowa sales and use taxes, with an exemption certificate to be provided by the Division.
