This Addendum 1 and Pre-Bid Meeting document pertains to the Ham892326B Nutrient Reduction Wetland Project issued by the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality, for Hamilton County, Iowa. The project involves construction of a nutrient reduction wetland system requiring selective clearing, excavation of approximately 19,671 cubic yards, placement of earthfill (1,464 cubic yards), installation of reinforced concrete pipe totaling 2,645 linear feet across three diameter sizes (12", 15", and 18"), installation of 1,579 linear feet of smooth-lined HDPE pipe, placement of tied concrete block matting (2,350 square feet), construction of concrete structures including inlet/outlet structures and manholes, and seeding operations across 0.4 acres of structure/channel seeding and 21.1 acres of buffer seeding. The pre-bid meeting was held on April 20, 2026, at 9:00 AM, with sealed bids due through the Iowa Management of Procurement and Contracts System (IMPACS) by 3:00 PM on May 20, 2026, and public bid opening via Microsoft Teams at the same time. Construction must be completed by December 31, 2026, for all work except seeding, with structure seeding due May 15, 2027, and buffer seeding due June 30, 2027. Bidders must submit unit price bids on the updated Document CC form and acknowledge receipt of Addendum 1 or face disqualification. A proposal guarantee (bid bond) of 10 percent of the base bid is required, and the awarded contractor must furnish a Performance Bond equal to 100 percent of the contract price within 14 days of award notification. Liquidated damages are assessed at $175 per day for delays in completing all work except seeding and $125 per day for seeding delays. Payments will be made monthly at 97 percent of completed work value with 3 percent retained, and materials purchased are exempt from Iowa sales and use taxes. Bidders must be registered with the Iowa Department of Inspections, Appeals & Licensing and must submit qualifications statements including experience, available equipment, and financial ability upon request. The estimated project cost range is between $250,000 and $350,000. Written questions regarding plans and specifications must be submitted to Engineer Brandon C. Short at brandon.short@bolton-menk.com with a copy to Tracy Blocker by 3:00 PM on May 1, 2026. HAMILTON COUNTY WETLAND PROJECT
Tracy Blocker, Division of Soil Conservation and Water Quality (Division) opened the meeting.
A) Introductions
• Introductions
• There are three projects in addition to this one being bid at this time, one in Kossuth, and two in Calhoun being let as one contract.
• This wetland project is being funded as part of the Water Quality Initiative that is being used to help implement the Iowa Nutrient Reduction Strategy.
B) Bidding
1. Time of Completion:
The final date for completion of all work except for seeding is set for December 31, 2026. The final date for completion of seeding is May 15, 2027 for the structure and June 30, 2027 for the buffer.
2. Liquidated Damages:
There are liquidated damages provisions on this project. These damages reflect additional administrative, design, and inspection costs, as well as continued costs to the natural environment.
If all work except for seeding is not completed by December 31, 2026 absent a No-Fault Extension, the Contactor may be assessed damages in the amount of $175 per day. If the seeding is not subsequently completed by the respective dates absent a No-Fault Extension, the Contractor may be assessed damages in the amount of $125 per day.
3. Taxes:
Since this is state contract, there is no sales tax for materials purchased. We will be providing a tax exemption certificate to the awarded contractor as indicated in the last page of the appendix of construction contract documents. This should be considered when determining the unit prices submitted in the bid.
4. Measurement and Payment:
The specifications describing the work to be accomplished under each particular work item, also describe the method to be used in measuring and calculating the payment quantities for each work item set forth in the proposal. Payments will be made on the basis of monthly estimates in amounts equal to ninety-seven percent (97%) of the value of work completed. Mobilization will be paid at a percentage of the lump sum bid amount for this item equal to the overall percent complete of the project (less retainage). In preparing monthly estimates, advancement will be made therein for ninety-seven percent (97%) of the cost of materials stored on site.
5. Method of Bidding:
This is a unit price contract and bidders shall submit unit price bids as required for the work items covered by the specifications. Prices shall cover complete work and include all costs incidental thereto unless otherwise indicated. The base bid includes all items 1 through 17 (IMPACS does not include crop damage). A separate Document CC was provided with the bid package that is to be used for submitting the bid.

If work is added to the contract by the Division after the contract execution which is not covered by a bid price set forth in the Proposal and Schedule of Prices (Document CC), a Change Order or Contract Amendment will be issued as required. If the additional work requires an extension of the contract completion date(s), a Contract Amendment will be issued.
6. Submission of Bids and Bid Security:
Sealed bids will be received by the Iowa Department of Agriculture & Land Stewardship, Division of Soil Conservation and Water Quality (Division), via the Iowa Management of Procurement and Contracts System (IMPACS), until 3:00 PM local time, Wednesday, May 20, 2026.
