About this file
This is a Quality Assurance/Quality Control Plan for a wetland construction project at Site No. HAM892326B in Hamilton County, Iowa. The project involves tile exploration, site stripping, tile inlet installation, concrete structure placement, and seed bed preparation. Key inspection requirements include engineer or technician observation during the first 100 feet of tile inlet installation, verification of concrete structure locations and elevations by surveying technician prior to backfilling, observation of joint connections, and verification of seed bed preparation including topsoil thickness and seed tags. The plan specifies that tile exploration must occur at project commencement with survey equipment, site stripping may proceed without inspector presence provided storm water and sedimentation controls are implemented, and part-time inspection of tile installation is required after the contractor demonstrates competence. No testing is required for pipe trench backfill. The construction sequence, start date, and timeline will be determined at the pre-construction meeting following contract award, contingent on crop harvest status.
Quality control remains the contractor's responsibility, with any work not conforming to plans and specifications subject to rework based on inspection findings. Quality assurance, verified by the design engineer, requires material certifications for all pipe, tile, geotextile, granular material, and riprap, along with approved shop drawings for sheet pile, structures, and all pipe. Grout mix and seed mix designs must be submitted and approved prior to placement. As-built drawings shall document tile intercept and outlet locations and elevations with pipe sizes, top elevations of inlet and outlet structures, and a cross-section verification near the wetland center. Bolton & Menk, Inc. will establish easement boundary stakes and at least three benchmarks prior to construction.

RE: Peterson Wetland Inspection Plan Site No. HAM892326B Hamilton County, Iowa
The sequence of construction will be determined with the contractor after the contract is awarded, the start date planned and whether crops have been harvested. This will be discussed at the pre-construction meeting. The easement boundary stakes and at least 3 benchmarks to be used for construction will be placed by Bolton & Menk, Inc.
Below is a list of anticipated tasks to be completed along with the amount of inspection required and the experience level of the inspector needed.
• Tile Exploration – The exact location and depth of existing tile on the site have not been determined. This exploration should be done at the beginning of construction, observed by the engineer or technician with survey equipment. This information will be used by design engineer to adjust the tile outlets as needed to provide suitable outlet based on this acquired information.
• Site stripping can occur without an inspector present. The contractor will need to implement storm water and sedimentation control measures.
• The engineer or a technician shall be present during the installation of the first 100 feet of the tile inlet. After contractor demonstrates acceptable competence at installation of the tile in accordance with the specifications, engineer or technician will only be required on a part time basis. Contractor shall notify the engineer if unstable soils requiring bedding material are encountered. No testing is required for backfill of pipe trench.
• The location and elevation of the installation of the concrete structures and outlet pipes shall be verified by technician with survey equipment prior to backfilling.
• The tile inlet and outlet shall be measured with surveying equipment. The Joint connections should be observed prior to backfilling. A technician with surveying equipment should check this.
• Seed bed preparation should be checked prior to seeding. The thickness of the topsoil and seed tags shall be verified. A technician familiar with seeding should observe the start of this.
• There is no testing that needs to be completed for this project.
The as-built drawings shall include the following information:
• Location and elevation of tile intercepts and outlets, along with pipe sizes.
• Location and elevation of top of outlet structure and inlet structure.
• Cross section east-west near the center of the wetland to verify elevations.
Quality control is the responsibility of the contractor, but any work deemed to not be in accordance with the plans and specifications based on inspections completed shall be reworked.

Quality assurance is the responsibility of the contractor but will be verified by the design engineer. This will be accomplished by material certifications provided for all pipe/tile, geotextile, granular material, and riprap. Shop drawings will be submitted and approved for sheet pile, structures, and all pipe. The grout mix and seed mix designs shall be submitted and approved prior to placement.
