About this opportunity
The Pennsylvania Game Commission is soliciting design consultant proposals for auditorium renovation at its headquarters in Harrisburg under a professional-selection process, with applications due October 7, 2026. Applicants must be active Commonwealth vendors with current SAP (Supplier Account Portal) numbers and hold current professional licenses; applications must include compliant Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation forms or be rejected as non-responsive.
The scope is comprehensive design and permitting services for modernizing the auditorium within the 115,000 square-foot, two-story headquarters complex built in 1987. Deliverables include measured field documentation of existing conditions, AutoCAD construction drawings, utility coordination and cost estimates at schematic design and construction document phases with recommendations if budget is exceeded, a construction schedule with potential phased bid packages, and final CAD files conveyed to PGC upon completion. The design must address audio-visual system obsolescence by specifying cutting-edge broadcast technology for internal and external livestreaming, redesign the stage layout to accommodate quarterly commission meetings and multiple event types, and update interior finishes including ADA-compliant seating, acoustic treatments, flooring, wall and ceiling finishes. The design professional must coordinate with existing utility and networking systems, comply with current Uniform Construction Codes, NFPA and ASHRAE standards, use PGC-approved construction management systems for RFIs and submittals, and accommodate the building's continued occupancy during the six-month construction period (July 1, 2027 to December 31, 2027).
The selection committee evaluates applications on five factors: equitable distribution of contracts, particular capability to perform design services, geographic proximity to the Harrisburg facility, available personnel, and professional evaluation based on past performance. Prior PGC experience scores based on a three-year performance database; applicants without prior PGC work receive 100 points in this category. The Professional Evaluation category carries a minimum of 200 points overall. Typically three firms are short-listed; short-listed firms receive approximately four weeks to submit detailed work plans, interviews, or fee proposals before recommendation to the Department of General Services Secretary. All submissions must be made electronically through the JAGGAER portal.

The current orientation of the stage and presentation does not function well with several types of assemblies held in the facility.Optional pre-bid meeting OCt 1stReason/Need for the Project: The current audio and visual system is overall obsolete creating hardship during livestreaming events. The presentation orientation of the stage is not conducive to the layout of commission meetings which are held on a quarterly basis. The interior furniture and finishes are overall showing wear and age, therefore, updating is necessary.Goals and Objectives: Provide a design, permits and bid specifications for a cutting edge technology platform for broadcasting live events internally and externally. The design will provide new display platforms (screens/monitors), chases, conduits for controlling features to an adjoining sound booth. New furniture and finishes to align with a more "modern" feel for attendees including but not limited to ADA seating, acoustic treatments, flooring, wall and ceiling finishes will also be included in the design.
