About this file
This is an Addendum No. 2 to a solicitation issued by the Pennsylvania Game Commission for auditorium renovation consultant services under Solicitation No. 6100066579 (Contract No. 1, Project PGC-HQ-26-01). The addendum documents requirements and specifications discussed during a pre-proposal meeting held on October 1, 2026, with bids due October 7, 2026 at 2:00 PM. The project involves comprehensive design and renovation of the PGC headquarters auditorium in Susquehanna Township, Dauphin County, requiring consultants to address technology infrastructure, stage layout reconfiguration, and interior finish updates. Key technical requirements identified include upgrading stage lighting with enhanced controls, implementing a dual-purpose room with screen and microphone controls operable from both the podium and sound booth via plug-and-play functionality, integrating the existing QU 24 sound system, configuring the sound booth to support three PTZ cameras, livestream capabilities, ethernet connectivity, and system recording functions. The addendum specifies that audio connections should be hardwired rather than wireless to resolve current transmission problems. Five firms attended the pre-proposal conference: McKissick Associates, AEI, Visual Sound Inc., S2N Technology Group, and Murphy Dittenhafer Architects.
The addendum addresses current operational hardships including awkward podium placement that does not orient toward commissioners or the audience, inadequate screen orientation, and manual operation of speaker time-limit indicators currently managed from the front row. The design must relocate and reorient the podium, implement automated timing controls operable from the booth, enable remote control of the podium computer from the sound booth to allow advance preparation of presentations, upgrade the lobby television, and accommodate microphone options (podium, wireless, or handheld) for users unfamiliar with the system. No pricing information, set-asides, incumbent contractor details, or funding sources are specified in this addendum document.

Addendum No. 1 summary of changes, information, and instructions:
General Design Contract No. 1
1. Items below were mentioned in the pre-proposal meeting held on October 1, 2026. These items were conveyed during the meeting as specific interests in the development of the technology of the auditorium.
General:
· Potential to upgrade stage lighting and better controls.
· Dual Purpose Room- being able to control the screens, display functions, and mics from the podium as well as from the sound booth is imperative. One setup is a plug and play scenario where people who are not familiar with the space can turn on the podium mic, put up and down screens, turn on the screens, etc.
· Thought is to have an operational screen in the back left corner of the room (when facing the stage) that controls all the easy plug and play scenarios for staff and non-staff who need simplistic.
Sound booth:
We currently have a QU 24 system in place which works well so we could integrate this into the new system. This space must be configured to mix audio/mics as we do for the BOC meeting when there are anywhere between 8-13 commissioners on stage. All of these configurations are preferred to be hardwired connections and not wireless.
· We would like the capacity to be able to run livestream functions, ethernet port, system recording functions, PTZ camera controls all out of the sound booth area.
· We hope to configure the sound booth to be able to run three PTZ cameras.
2. Hardships which the PGC currently experiences with the current auditorium technology:
· Currently, the placement of the podium is awkward. When someone stands at the podium for a Board of Commissioners meeting, the placement isn’t directed towards the commissioners on stage or the audience.
· Screen orientation has a lot to be desired for the audience.
· There's a 5-minute time allotment for public comment for each speaker indicated by a white light and a red light on the podium. This is currently run by someone sitting in the front row with a timer and a clicker. We would like this feature to become operational from the booth.
· The ability to control the podium computer from the booth would be ideal. When presenters go up to the podium, they sometimes fumble trying to locate their presentations and there's some dead time. It would be preferred if we could have the next presentation prepared and up and ready to go for them while the presenter currently presenting is wrapping up.
· The lobby TV will need to remain but could be upgraded
· Wireless mic transmission has always been a problem in this space. That said, it would be nice to have the ability for people who are not familiar with the system to also choose between the podium microphone, wireless microphone, or handheld microphone for the plug and play scenario that's not in the booth.
Any questions concerning this project should be directed to PGC Contracts and Procurements Division at 717-787-6594.
