About this file
This is a Project Program Statement issued by the Pennsylvania Game Commission (PGC) for the design and renovation of the headquarters auditorium located at 2001 Elmerton Avenue, Harrisburg, Pennsylvania. The PGC seeks design services to modernize the 115,000 square foot, two-story office complex built in 1987, with the auditorium renovation as the primary focus. The project scope includes evaluating audio-visual needs, designing new AV equipment and broadcasting systems for internal and external livestreaming, redesigning the stage layout to accommodate quarterly commission meetings and multiple event types, and updating interior finishes including flooring, wall treatments, ceiling acoustics, and ADA-compliant seating. The design professional must develop detailed construction documents, obtain all necessary permits from the Pennsylvania Department of Labor and Industry and other applicable agencies, prepare bidding specifications for an Emarketplace platform, and provide oversight through the construction phase. The construction period is constrained to six months, running from July 1, 2027 to December 31, 2027, due to commissioner conference schedules, and the building will remain occupied during construction, requiring close coordination with the client agency.
Deliverables include measured field documentation of existing conditions, AutoCAD construction drawings, utility coordination and adequacy verification, topographic information if required, cost estimates at schematic design and construction document phases with recommendations for scope adjustments if budget is exceeded, a construction schedule with potential phased bid packages, and final project drawings and CAD files conveyed to PGC upon completion. The professional must comply with current Uniform Construction Codes, NFPA standards, and ASHRAE standards as applicable, utilize PGC-approved construction management systems for tracking RFIs and submittals, and work within Commonwealth funding constraints to deliver cost-effective solutions. Special considerations include select demolition of finishes and potential stage elements, data and networking integration with existing systems, acoustical design requirements, and facilitation of future main lobby renovation planning. As-built drawings and existing building documentation will be made available to the selected design firm upon award.

PROJECT PROGRAM STATEMENT
Date: August 25, 2026
Project Number: PGC-HH1-01-26 Title: PA Game Commission – Headquarters Auditorium Renovation Design Project Location: PA Game Commission Headquarters Office Complex Street Address: 2001 Elmerton Avenue, Harrisburg, PA 17110 County: Dauphin Local Municipality: Susquehanna Township
Background: The PA Game Commission (PGC) is in the need of updating the existing auditorium into a more functional space, utilizing the newest audio and visual equipment along with updating the interior finishes, furniture and stage to be a more ascetically pleasing space. The current orientation of the stage and presentation does not function well with several types of assemblies held in the facility.
Reason/Need for the Project: The current audio and visual system is overall obsolete creating hardship during livestreaming events. The presentation orientation of the stage is not conducive to the layout of commission meetings which are held on a quarterly basis. The interior furniture and finishes are overall showing wear and age, therefore, updating is necessary.
Goals and Objectives: Provide a design, permits and bid specifications for a cutting edge technology platform for broadcasting live events internally and externally. The design will provide new display platforms (screens/monitors), chases, conduits for controlling features to an adjoining sound booth. New furniture and finishes to align with a more “modern” feel for attendees including but not limited to ADA seating, acoustic treatments, flooring, wall and ceiling finishes will also be included in the design.
Proposed Project Scope:
· Evaluate the needs and desires of the auditorium area for AV for its multi-purposed functions.
· Work with the internal PGC Digital Communications Team to understand the needs and demands of the PGC will be warranted prior to the full implementation of design and construction.
· Provide all applicable design and chases for new AV equipment/system. Including incorporating the new design into the existing sound booth infrastructure/area.
· Design a new stage layout to better facilitate the needs of this multi-faceted auditorium.
· Replace the room finishes (flooring, walls, chairs, acoustics) to better bring it into a modern facility standard.
· Develop a project plan and specification package incorporating all necessities of the PGC for the upgrades and renovations for the auditorium of the PGC.
· Submit the package to all applicable reviewers for permitting including but not limited to Labor and Industry.
· Submit the package once permitting is complete to PGC for bidding but remain as professional of design through construction phase including but not limited to overseeing all submittals and as-builts.
· Facilitate all design and construction to promote a future main lobby renovation.
Project Constraints:
· The existing PGC Headquarters office complex will remain occupied during construction. Close coordination of the construction schedule with the client agency will be required.
· The construction schedule for the renovation will only allow for a 6-month period starting at 07/1/2027 and ending on 12/31/2027 due to commissioner conference schedules.
· Commonwealth funding is limited and needs to be utilized in the most cost-effective manner. The design professional must work within the project budget.
· The professional’s design must comply with current UCCs, as well as current NFPA and ASHRAE Standards (as applicable).
Expected Deliverables:
The following should be expected, but does not limit or supersede the professional’s final negotiated contract:
· The proposed project scope outlined in this document will need to be reviewed within the context of the budget at the onset of the project.
· Detailed measured drawings are not expected for areas outside of the project work. The professional is expected to field verify and/or document existing building conditions for areas of work, as necessary to create construction documents and AutoCAD drawings.
· The professional shall assist in obtaining topographic information and any testing, etc. if required by the study, as additional services. Such additional services are subject to concurrence on need and prior approval.
· The professional, or its consultants, shall calculate building loads and contact utility companies, as required to verify the availability and adequacy of utility services to support proposed design solutions.
· The professional, or its consultants shall contact state and local municipalities and perform the work required to obtain all site and building related approvals and permits including but not limited to PA Dept. of Labor & Industry, DEP, county conservation, the local municipality, the PA Fish and Game Commission, and the PA Historic Museum Commission.
· Upon the approval by PGC, the professional shall submit and obtain a building permit from the Department of Labor and Industry. The Commonwealth is exempt from municipal building approvals.
· The professional shall develop and maintain a design submission schedule.
