About this opportunity

The Colorado Department of Administration, State Purchasing and Contracts Office is soliciting responses under Invitation to Negotiate (ITN-SPCO-AR-27-01) to establish state price agreements for 2027 or newer model year fleet vehicles, with responses due August 3, 2026 at 9:00 a.m. Mountain Time and a public opening at 9:30 a.m. that day. The state encourages responses from Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a 3% statewide goal by dollar value.

Vendors may respond on one or more vehicle body codes, and the state intends to award to multiple vendors across different body codes. The Colorado Department of Administration State Fleet Management will primarily use the resulting agreements to purchase vehicles on behalf of state agencies; institutions of higher education, political subdivisions, and registered non-profit organizations are also authorized to purchase from the agreements.

All vehicles must be 2027 model year or newer, meet current federal emission standards, include a minimum 3-year or 36,000-mile bumper-to-bumper warranty, and be delivered between March 1, 2027 and September 30, 2027 with FOB destination pricing to the seven-county Denver metropolitan area. Standard vehicle base prices may not exceed Manufacturer's Suggested Retail Price. The template solicits specifications across multiple body type classifications including sedans, vans, pickup trucks, utility vehicles, and specialized equipment such as police pursuit vehicles and snow plow equipment. Alternative fuel options (CNG, E85, diesel, hybrid, plug-in hybrid, and battery electric) are accommodated. Bidders must submit pricing using the Colorado FY27 Vehicle BID Template spreadsheet, specifying OEM model numbers, trim levels, EPA fuel economy ratings, delivery timeframes, and optional feature pricing.

Evaluation criteria include ability to meet standard specifications, standard vehicle base price, eight-year fuel cost estimates using EPA ratings, obtainability and pricing of optional features, and willingness to meet model contract terms. The initial contract term is estimated at one year with an optional extension of one year or less at the same rates and terms, potentially extending through September 30, 2027. The competitive range is estimated for September through October 2026, with award anticipated between September and December 2026. Questions are due July 20, 2026. No minimum purchase volume is guaranteed.
