About this file

This document is an instruction guide for submitting bids on the Colorado FY27 Vehicle contract opportunity. Bidders must submit their responses using the Excel workbook titled Exhibit 5-Colorado FY27 Vehicle BID Template.xlsm, which contains multiple tabs organized by vehicle body type. The template allows bidders to enter OEM specifications, add vehicles not already listed, and include any additional vehicle information such as available colors. Bidders are required to complete all applicable tabs based on their selections and may use the optional Bidder Notes tab to provide any supplementary information not captured elsewhere in the template.

Prior to submission, bidders must resolve security settings in the downloaded Excel file by enabling macros and editing functions through Windows File Explorer properties. The document provides detailed instructions for bypassing Protected View and Security Risk warning messages, including step-by-step procedures for unblocking the file to allow full functionality. Bidders are strongly encouraged to review the included instructional webinar and reference materials before beginning the bidding process. All required fields must be completed across all open tabs, with body types clearly identified on any supporting documentation submitted alongside the completed workbook.

Exhibit 4-Instructions to use Colorado FY27 Vehicle BID Information

Please read through the following information to ensure that your submitted responses are complete. The file has been made as accessible as possible. Alternatively, you can print the Body Type Code and Vehicle Package sheets from Excel and submit them separately. Please let us know if you require a different format.

● Bid Responses are to be entered in the Excel workbook, Exhibit 5-Colorado FY27 Vehicle BID template.xlsm.

● Refer to the Exhibit 4-Bypassing Security Warning Messages video (also included in Exhibit 4) to prepare your downloaded workbook for use (instructions can also be found later in this document).

● The Exhibit 4-Colorado BID Template Review Webinar (included in Exhibit 4) provides an in-depth review of the template’s functionality. We highly recommend that you review the webinar before you begin the bidding process (detailed instructions are also included in the workbook, identified as light gray tabs, for reference).

● Use the legend that is listed in the instructions tab to identify the required fields on each tab.

● Each Body Type tab allows the end user to add OEM specifications not already listed (scroll to the end of the list).

● Any other vehicle information that you would like to submit, including available Vehicle Colors, should be submitted at the same time as the completed workbook. Provide your documentation with the necessary information, ensuring that the applicable Body Type(s) for which the information applies are clearly identified in every document (refer to the Body Types tab in the workbook for a complete list).

● The Bidder Notes tab provides a space for the end user to include any information that may have been missed or overlooked in the template for which the dealer does not have existing documentation. This tab is optional; if you choose to include information on this tab, be sure to identify the Body Type for which the information applies.

● Before you submit your completed file, be sure that all of the required information has been added to all open tabs in the file (these will change based on your selections).
