About this file
This is a Question and Answer document for ITN 2027000001 issued by the State of Colorado for the procurement of 2027 or newer vehicles. The document addresses technical issues encountered by bidders during the submission process related to Exhibit 5, the Colorado FY27 Vehicle Bid Template spreadsheet file.
The document clarifies two primary issues: first, that password protection warnings encountered during downloads of the bid template have been resolved through updated file permissions allowing viewer access; and second, that the split-view appearance in the spreadsheet, which makes rows appear duplicated, is an intentional design feature that maintains vehicle type information visible in columns N-P while bidders work through remaining columns. The document confirms that data entered on any row is captured only once despite the split-view appearance, and provides instructions for bidders to remove the split view through the Excel View Menu if preferred.

Question and Answer
ITN-SPCO-AR-27-01
ITN 2027000001
1. Question – Some downloads of “Exhibit 5 – Colorado FY27 Vehicle Bid Template.xlsm” have prompted users for a Password.
Answer – The permissions have been updated to allow anyone with the link viewer access.
2. Question – Some could be experiencing an issue with Exhibit 5. Each time the sheet is downloaded, two different tabs populate. Even when deleting and reuploading the sheet multiple times, the issue persists.
As shown in the screenshot below, there are two scrollers and the entered text is being duplicated.
Answer – The screen is purposely split so that the type of vehicle the user is working with (columns N-P) remain on the left as they work through the remaining columns. Although it appears that the rows are duplicated, there is only one set of rows. Explain this to the user and reaffirm that if they enter information on Row 2 (see first screenshot below), the information is only captured once on Row 2. If the user prefers to remove the split view, they can navigate to the View Menu option then click on Split to remove it (steps provided in the second screenshot below). I have made note of this to clarify this in the instructions for the next bid.
Image showing that although the rows appear to be duplicated, the view is simply split as there is only 1 Row 2:
