About this opportunity

The Colorado Department of Human Services is requesting qualifications for architectural and engineering services to design fire alarm control and notification device replacement across nine buildings at the Colorado Mental Health Institute at Pueblo, with submittals due August 14, 2026 by 1:00 p.m. MDT. A mandatory pre-submittal conference and site tour occurred on July 24, 2026 at Building 49; attendance by the proposed prime consultant is required for team eligibility.

This is Phase 1 of a potential four-phase project focused on non-patient facilities, covering approximately 120,170 square feet across Buildings 1, 20, 33, 35, 49, 54, 55, 117, 118, and 119. The scope includes design services under a Design/Bid/Build delivery model with construction estimated to run May 2027 through December 2027. The estimated project cost is $1,973,939.

Respondents must demonstrate design experience on at least two similar projects exceeding $2 million in hard costs, with projects located in Colorado or showing Colorado office involvement. Colorado labor must comprise at least 80% of work performed on-site; office-based architectural and engineering professionals are exempt from this calculation. The project is subject to Buy Clean Colorado Act requirements for environmental product declarations and global warming potential limits on eligible materials.

Preference is given to Colorado resident vendors and Colorado labor. The selected A/E must attend the pre-submittal meeting, maintain professional staff and approved consultants throughout project delivery, and comply with state-approved codes including FGI, CDPHE, and CMS standards. Compensation is structured as a fixed fee with monthly payments within forty-five days of invoice, plus reimbursable expenses capped at a specified maximum. Professional Errors and Omissions liability insurance is required at minimum $250,000 per claim for projects under $1 million, escalating based on construction cost.

Short-listed firms will interview during the week of August 31, 2026, with selection anticipated by September 10 and contract negotiation concluding by September 30. Design work is projected to commence October 5, 2026. No guarantee of additional phases is offered.
