About this file

This is Addendum 1 to Request for Qualifications (RFQ) 2026000048/2027000005 issued by the Colorado Department of Human Services (CDHS) for Project 2027-045M26, Fire Alarm Device Replacement at the Colorado Mental Health Institute at Pueblo (CMHHIP), Phase 1 of 4. The project seeks architectural and engineering services for fire alarm system replacement across multiple buildings, including Buildings 1, 20, 33, 35, 49, 54, 55, 117, 118, and 119. Electronic floor plan drawings in PDF format are available for Buildings 1, 33, 35, 49, 54, 55, and 119, while schematics for Buildings 20, 117, and 118 remain unavailable. The mandatory pre-submittal meeting attendance is required for the proposed prime consultant, with attendance by subconsultants alone insufficient for team eligibility. The addendum clarifies that at least three qualified firms will be interviewed for the project.

The RFQ requires demonstrated design experience in at least two projects each exceeding $2,000,000 in hard costs utilizing expertise present in the consultant's Colorado office; projects must be located in Colorado or demonstrate Colorado office involvement. Regarding Colorado labor compliance under C.R.S. 8-17-101, the 80% Colorado labor requirement applies only to workers employed directly on-site performing physical construction, thereby exempting office-based architectural and engineering professionals from this calculation. Field verification of existing fire alarm control devices and audiovisual systems is required, and existing fire alarm as-built drawings and documentation will be provided only if available and adequate for design requirements; otherwise, the selected consultant team must conduct comprehensive field documentation as part of their scope of services.

Addendum 1

RFQ 2026000048/2027000005

Project Number: 2027-045M26 Project Title: Fire Alarm Device Replacement, CMHHIP Ph1 of 4 Questions and Answers

1. Section 1, Paragraph 1,of the RFQ states: “For State Public Works C.R.S. §8-17-101 - Colorado labor shall be employed to perform at least 80% of the work. Colorado labor means any person who is a resident of the state of Colorado at the time of the Public Works project.”

The Colorado Department of Labor and Employment Fact Sheet located on their website states the following:

“Compliance: §8-17-105 & § 8-17-101(2)(a) In order for a contractor to be found in compliance, 80% of total taxable wages plus fringe benefits must be paid to workers who satisfy the definition of Colorado labor and are employed directly on the site of the public works project.”

The fact sheet notes the 80% labor requirement applies to individuals who are on site. This is also consistent with CRS §8-17-05.

CRS §8-17-05: “Compliance with the requirements of this article shall be calculated on the total taxable wages and fringe benefits, minus any per diem payments, paid to workers employed directly on the site of the project and who satisfy the definition of Colorado labor.”

The work associated with this RFQ is architectural/engineering services and would primarily not be conducted on site. For purposes of compliance, will CDHS evaluate Colorado labor based on personnel performing work on-site at the project location, or based on all labor hours charged to the design contract, regardless of work location?

A: Because architects, design engineers, and similar professionals perform the vast majority of their work in an office rather than "directly on the site," the core design workforce of an A/E firm is generally exempt from the 80% calculation. The legislative intent is primarily aimed at the laborers, mechanics, and tradespeople physically constructing the public works project.

2. The RFQ indicates the Department intends to interview at least three qualified firms. If the answer to Question #1 is that the Colorado labor requirement applies to all labor charged to the contract regardless of work location, would CDHS consider a waiver as permitted by State law where application of the requirement could affect the Department's stated objective of interviewing at least three qualified teams?

A: Not applicable

3. Section III, Paragraph 5 of the RFQ states: “Demonstrated design experience in projects of similar scope and complexity for at least two (2) projects each in excess of $ 2,000,000 (hard costs), utilizing the expertise present in their Colorado Office”. Please confirm whether projects located outside the State of Colorado may be submitted as qualifying experience.

A: As detailed in the RFQ the projects will “utilizing the expertise present in their Colorado Office.”

4. Will electronic floor plan drawings (Revit, AutoCAD) be provided to the selected consultant team for the facilities included in Phase 1?

A: Available PDF files are uploaded with this Addendum. They include Bldgs 1, 33, 35, 49, 54, 55 and 119. Schematics are currently unavailable for Bldgs 20, 117 and 118.

5. If electronic CAD or Revit files are not available, will current PDF floor plans be provided to the selected consultant team or should proposers assume that field verification and documentation of the existing buildings will be required as part of the scope of services?

A: Current PDF floor plans will be made available. Field verification of fire alarm control devices and audio visual will be required of the selected firm.

6. Will existing fire alarm as-built drawings and related documentation be made available to the selected consultant team, or should proposers assume that field verification and documentation of existing systems will be required as part of the scope of services?

A: Available schematics for the subject buildings are limited. Field verification of fire alarm control devices and audio visual will be required of the selected firm if existing documents are inadequate for design requirements.

7. We would like to confirm the attendance requirement associated with the mandatory pre-submittal meeting. If the mandatory pre-submittal meeting was attended by a firm that is planning to participate on our proposed team as a subconsultant and the firm proposed as the prime consultant did not attend, is that team still eligible to submit or was attendance by the proposed prime consultant required for eligibility?

A: The contract must be with a firm that was in attendance.
