II. PROJECT OVERVIEW
Introduction
The Division of Facilities Management (DFM) of the Colorado Department of Human Services (CDHS) is selecting an Architect/Engineer/Consultant (A/E) team to design the replacement of outdated and obsolete fire alarm control and notification devices in nine buildings located on the Colorado Mental Health Hospital In Pueblo (CMHHIP) campus.
CMHHIP is a 516-bed acute care psychiatric facility. Its mission is to empower Coloradans to thrive by providing exceptional, safe, and innovative inpatient behavioral health care to vulnerable populations and civil and forensic patients with serious mental illnesses. The CMHHIP campus includes multiple administrative and infrastructure support facilities necessary to support patient care.
CMHHIP and CDHS are selecting an A/E team to design upgrades to fire alarm devices in nine buildings on the CMHHIP campus. The nine buildings have a combined square footage of approximately 120,170 square feet. The structures have a range of occupancies including industrial, maintenance and storage facilities, museum space, and administrative facilities. All facilities are located on the 302-acre CMHHIP campus. This is potentially a four-phase project with the first phase implemented in non-patient facilities.
Although the state is generally exempt from local planning and zoning regulations and procedures, it is customary and appropriate to coordinate and otherwise interact with local authorities as needed. Accordingly, the A/E is expected to participate in meetings and briefings as necessary. The A/E is also required to comply with all the state approved codes, and state protocols + requirements. (Including but not limited to FGI, CDPHE, CMS, and Code review and compliance is subject to state procedures and protocols as described by the OSA.
Background
The primary need for this project is to modernize and standardize the fire alarm control devices across nine critical support facilities. Because these structures encompass a wide variety of occupancy types - such as administrative offices, maintenance shops and logistical hubs – maintaining optimal code-compliant life safety systems is essential to protect campus staff and physical assets. The current fire alarm infrastructure in these buildings requires upgrading to address technological obsolescence, reduce maintenance vulnerabilities, and ensure seamless communication with the campus’s broader emergency response network. The project will update fire alarm control devices and notification systems to the latest, technologically accessible devices.
CDHS anticipates using a Design / Bid /Build (DBB) approach to project delivery. The Architect/Engineer is expected to provide Basic Services as described in the sample Architect/Engineer/Consultant Agreement and Terms and Conditions of the Contract unless otherwise noted.
The process to be used in the selection of the Architect/Engineer/Consultant is comprised of two steps. In STEP I submittals will be screened and scored as described in detail in Section X. STEP II is the Oral Interview as described in detail in Section XI. A Jury Panel of individuals who will be involved in the project and/or understand the required services associated with the project will evaluate responses to this RFQ. Upon completion of the evaluation of the Submittals, a limited number of firms will be invited to the oral interviews.
III. MINIMUM REQUIREMENTS
Notice is hereby given to all interested parties that all firms will be required to meet all minimum requirements to be considered for this project. Interested parties should be prepared to show evidence of the following to be considered as qualified, as a minimum:
