About this opportunity
The Town of East Lyme is requesting proposals for design, furnish, installation, testing, and commissioning of a redundant Uninterruptible Power Supply system to replace a failed 40 kVA, 480 VAC three-phase UPS serving the Public Safety Building Server Room and Remote Dispatch Center under RFP 2027-002, with proposals due August 17, 2026 at 10:00 a.m.
Eligibility requires Connecticut-licensed electrical contractors and factory-authorized UPS integrators with demonstrated experience installing at least five comparable mission-critical UPS systems within the last five years and references from municipal, healthcare, emergency services, or enterprise data center projects.
The scope encompasses a modern, enterprise-class redundant system designed to support mission-critical public safety and information technology infrastructure, including emergency communications, 911 operations, dispatch radio consoles, computer-aided dispatch, public safety servers, virtualization infrastructure, storage systems, core network infrastructure, telecommunications equipment, security systems, and the remote dispatch center. The existing UPS distribution panel, installed six years ago, is expected to remain in service where practical, with component replacement only as necessary for compatibility or code compliance. Proposals must include itemized pricing with alternate pricing for extended battery runtime options (45 and 60 minutes at full load versus the minimum 30 minutes) and extended warranty and preventive maintenance agreements (five and seven-year 24/7 agreements). The design philosophy supports ten to fifteen years of operation. Minimum warranty requirements include five years for UPS electronics and batteries and one-year minimum labor warranty.
Evaluation criteria weight technical compliance at 30 percent, system reliability and redundancy at 25 percent, contractor qualifications and experience at 15 percent, engineering approach at 10 percent, warranty and support at 10 percent, and cost at 10 percent. Payment terms are vendor-specified; delivery is Free On Board Destination. Contact Mitchell Nixon at 860-449-9928 or 108 Pennsylvania Ave, Niantic, CT 06357 for inquiries.
