The project involves replacement of a failed 40 kVA, 480 VAC three-phase UPS system with a modern, enterprise-class redundant system designed to support mission-critical public safety and information technology infrastructure, including emergency communications, 911 operations, dispatch radio consoles, computer-aided dispatch, public safety servers, virtualization infrastructure, storage systems, core network infrastructure, telecommunications equipment, security systems, and the remote dispatch center. Proposals are due on August 17, 2026 at 10:00 AM. The RFP number is 2027-002, issued on August 4, 2026. The selected contractor must provide all engineering, equipment, installation, testing, commissioning, documentation, training, warranty, and support to place the system into full operation. The contract term is not explicitly specified in the RFP, though the design philosophy references supporting operations for ten to fifteen years.

Pricing shall be itemized and include alternate pricing for extended battery runtime options (45 and 60 minutes at full load versus the minimum 30 minutes) and extended warranty and preventive maintenance agreements (five and seven-year 24x7 agreements). The proposal evaluation criteria weight technical compliance at 30 percent, system reliability and redundancy at 25 percent, contractor qualifications and experience at 15 percent, engineering approach at 10 percent, warranty and support at 10 percent, and cost at 10 percent. Contractors must be Connecticut-licensed electrical contractors and factory-authorized UPS integrators with demonstrated experience installing at least five comparable mission-critical UPS systems within the last five years and references from municipal, healthcare, emergency services, or enterprise data center projects. Minimum warranty requirements include five years for UPS electronics and batteries, with one-year minimum labor warranty. The existing UPS distribution panel, installed six years ago, is expected to remain in service where practical, with component replacement only as necessary for compatibility or code compliance.
