About this opportunity
The Virginia Department of Transportation (VDOT) Northern Virginia District is requesting bids for on-call, as-needed incidental concrete repair services for Fairfax County under IFB 161102, with bids due August 24, 2026 at 10:00 a.m. EDT and a virtual public bid opening on August 25. Addendum 1 was posted August 24, and a Question and Answers document was issued the same day; contractors must review both alongside the original IFB.
Bidders must hold a Virginia Department of Professional and Occupational Regulation Class A contractor's license and provide a minimum of three crews capable of simultaneous operations. Work encompasses demolition, excavation, repair, and installation of concrete structures including curb and gutter, sidewalks, paved ditches, drop inlets, handicap ramps, concrete entrances, medians, aprons, slopes, headwalls, barrier walls, energy dissipators, and miscellaneous concrete items within existing VDOT rights-of-way. All work must comply with 2016 VDOT Road and Bridges Standards and the 2011 Virginia Work Area Protection Manual, with a six-month warranty against defects. Bid pricing must be all-inclusive, firm unit prices across five line items: sidewalks, curbs, gutters, aprons, and medians; headwalls, end walls, slopes, drop inlets, and miscellaneous concrete; CG-12 detectable warning surfaces (5 square yards per Addendum 1); asphalt concrete SM-9.5 (at actual cost with no markup); and 21A aggregate bedding material (at actual cost with no markup). Contractors must respond to work requests within five business days with written estimates within two business days and manage lane closures through VDOT's systems with at least two trained personnel.
The contract period runs one year from award with optional renewals. Prevailing wage rates as determined by the Virginia Commissioner of Labor and Industry apply. A Small Business Subcontracting Plan is required unless the bidder is certified as small or micro business by the Virginia Department of Small Business and Supplier Diversity; the Commonwealth has a goal of 42% of purchases from small businesses. Required insurance includes workers' compensation, employer's liability ($100,000 minimum), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). An optional pre-bid conference was held August 11 at 10:00 a.m. EDT via Microsoft Teams. VDOT contract officers are Lora Hagarty and Josh Smoot, located at 4975 Alliance Drive, Fairfax, Virginia.
