About this opportunity
The Virginia Department of Transportation (VDOT) is requesting sealed technical proposals and bids under a 2-Step IFB for Richmond South Bundled Interstate Maintenance Services (BIMS) covering eight counties and three cities in the Richmond South region, with bids due August 31, 2026 and a virtual public bid opening at 2:00 PM EST that same day. The pre-bid conference held August 4, 2026, was mandatory for bid eligibility; nine firms attended.
The scope encompasses comprehensive maintenance and emergency response services across interstate and primary routes in Greensville, Sussex, Prince George, Dinwiddie, Brunswick, Mecklenburg, and Chesterfield Counties and the cities of Hopewell, Colonial Heights, and Petersburg. Services include roadway and shoulder maintenance, roadside maintenance, drainage system maintenance, bridge and structures maintenance, traffic control maintenance, pavement preservation, vegetation management (including long-arm mowing with specified equipment), emergency response 24 hours per day seven days per week, and snow and ice control. Emergency response must occur within 30 minutes during peak hours and 60 minutes during off-peak hours; late arrivals incur $2,500 per hour penalties deducted from monthly payments.
Contractors must self-perform at least 20 percent of total annual contract value using their own workforce, excluding profit, overhead, administration, and management costs, and maintain a full-time Project Manager (minimum five years' highway maintenance experience), an Assistant Project Manager (two years' experience), and a Safety Officer/Incident Management Coordinator (two years' relevant experience). All bidders must submit a Small Business Subcontracting Plan unless certified as a small business by the Commonwealth of Virginia's Department of Small Business and Supplier Diversity.
The contract runs from April 1, 2027, through March 31, 2032 (initial five-year term with two optional consecutive two-year renewal periods). Performance evaluation uses VDOT's Maintenance Rating Program (MRP) with baseline assessment in Fall 2027 and penalty-based evaluations starting Spring 2028. The contractor assumes responsibility for all assets in their current condition with no change orders available for pre-existing deficiencies and bears all costs for third-party damage repairs. Prevailing wage rate determinations apply.
